The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Project Delegate DRR/Anticipation (m/f/d), Ecuador
The Ecuadorian Red Cross ERC has 200 paid employees and 8.000 volunteers active in 24 branches. The priorities of ERC are classified in four mission programs in the 2021-2025 Strategic Plan: Disaster Risk Management, Health and Community Development, Fundamental Principles and Humanitarian Values and Youth.
GRC has a longstanding cooperation with the Ecuadorian Red Cross and supported the establishment of a blood bank system, disaster management structures and recently Forecast based Financing and Anticipation initiatives.
GRC, in cooperation with the Ecuadorian RC, the Spanish RC, and the Italian RC submitted are implementing an ECHO/IFRC Pilot Programmatic partnership (PPP) project, covering the Pillars Migration and Health, DRM/Anticipation and Cash. In the context of this project the German Red Cross will the support the Ecuadorian Red Cross in the implementation of the Pillars DRR/Anticipation and Cash & Voucher Assistance together with the Spanish Red Cross and the Italian Red Cross.
For this project GRC is currently seeking an experienced DRR/Anticipation Project Delegate (m/f/d)

Duration: 2 months
Location: Quito, Ecuador (and partly remotely)
Main Duties & Responsibilities:
The Project Delegate will support the ERC in the technical Set-up of the project in the first two months (partly remotely and partly in the country) and coordinate with the Head of the GRC Delegation, who will subsequently continue the project. Main duties & responsibilities:
- Technical set-up and management of the project together with the Ecuadorian Red Cross and the support team of the DRK in Honduras
- Technical support of the project team (based on a joint Needs, Gap and stakeholder Analysis)
- Meetings with governmental (and other) relevant stakeholders together with the Project Team
- Revision and adjustment of the Activity Plan and elaborate a Work Plan together with the project Team
- Revision and adjustment of the respective Budget together with the project Team
- Set up a MEAL Plan and Monitoring System together with the Project Team
- Set up a Communication and Visibility Plan together with the Project Team
- Support the project Team in formulating ToRs for planned activities and services, resp. revise and validate them
Required Competencies & Skills:
- Academic degree (Diploma / Bachelor / Master) in the fields of Disaster Risk Management, Environment, or other related professions
- Proven experience and technical competencies in the areas of Humanitarian Programmes, Community Projects, Climate Change and Anticipatory Action programmes, Red Cross Movement experience is a big asset
- Experience in handling mechanisms and tools for emergency assessment, EDAN and/or risk analysis with vulnerability and impact data (desirable)
- Computer skills (Word, Excel, PowerPoint, Outlook, etc.), knowledge of applications such as ODK and Mega-V (desirable)
- Strong (articipatory) Management and Communication skills
- Willingness to travel and to live in Quito for the assignment period
- Knowledge and experience with the Red Cross Movement (experience with the German Red Cross would be a plus)
- Fluent in Spanish and English
- Ability to work independently and as a team member
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’
- Valid Driving Licence.
