Project Delegate (m/f/d) Climate Change Adaption, Madagascar At German Red Cross

The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

The GRC is currently seeking a

Project Delegate (m/f/d) Climate Change Adaption, Madagascar

to implement the project “Increasing resilience and rural livelihoods of most vulnerable farmer households in Antanambao-Manampotsy district, Madagascar”. The project is funded by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) and contributes to the implementation of the National Program of Action for Climate Change Adaptation (NAPA) by increasing the resilience of vulnerable farmer communities. The project will promote climate-adapted agricultural practices, contribute to improving water infrastructure and develop a replicable concept for transferring the project approach to other regions.
GRC and the Malagasy Red Cross have a long-standing partnership and jointly implement projects in Madagascar since 2012. The delegate will be part of an experienced GRC team in the country.

Starting date: 01.06.2022 (depending on the final approval of funding)
Duration: 1 year with the possibility of extension
Location: Antanambao-Manampotsy district, Atsinanana region, Madagascar

Main Duties & Responsibilities:

  • Support and provide technical guidance on all aspects of setting up and implementation of the project;
  • Conduct participatory assessments to identify needs and capacities and to develop action plans with communities focusing on climate change adaptation, biodiversity and early warning;
  • Apply participatory methods and develop a replication concept for Malagasy Red Cross to transfer the project approach in other districts;
  • Strengthen the capacities of the Malagasy Red Cross societies in the field of climate change adaptation, resilience and biodiversity;
  • Ensure monitoring of project implementation including the collection and analysis of data;
  • Ensure project budgeting, financial management and expenditure tracking according to GRC and donor requirements;
  • Ensure narrative and financial reporting in compliance with the GRC and the donor policies and regulations;
  • Ensure visibility according to GRC and donor requirements and standards.

Required Competencies & Skills:

  • Minimum of 3 years of professional experience in the field of Climate Change Adaptation, environmental sciences, Disaster Risk Reduction or Agroecology;
  • Good understanding or participatory rural tools and methods;
  • Knowledge and experience in working through a local partner organisation; Experience within and knowledge of the Red Cross Red Crescent movement is an asset;
  • Experience in implementing and managing donor funded projects including procurement and administrative-financial processes and intercultural staff management;
  • Excellent communication skills, the ability to communicate clearly and effectively and build relationships at all levels;
  • Oral and written fluency in French and English;
  • Existing work permission or valid visa for Madagascar will be a strong asset;
  • Ability to work independently and as a team member;
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
  • Valid driving licence

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.

Please note that due to the travel and visa regulations and the guidelines of our partners in the Red Cross and Red Crescent Movement certain vaccinations are required for this delegate position. Candidates on the short-list for this position will be asked to disclose their vaccination status.
