The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
Project Delegate (temporary cover) (m/f/d), Gaza Strip, occupied Palestinian Territories
GRC is currently seeking a Project Delegate (temporary cover) (m/f/d), Gaza Strip, occupied Palestinian Territories to be based in the Gaza Strip. The delegate will be responsible to ensure support, guidance and quality control for the planning, implementation and monitoring of all projects and activities of the GRC programme in the Gaza Strip together with the Palestine Red Crescent (PRCS) team and in close coordination with the GRC Head of Office. GRC portfolio includes support to PRCS EMS, community health, DRR and relief programs mainly.
The cooperation between the GRC and the PRCS started in 1996 and consolidated with a permanent delegate presence in 2007. GRC Office is located in PRCS HQ in Ramallah and is currently composed of 3 international delegates and two local staff.
Starting date: 01.12.2022 Duration: 6 months (with possibility of extension) Location: Gaza Strip, occupied Palestinian Territories (oPT)
Main duties & responsibilities:
- To manage GRC project portfolio in the Gaza Strip: PMER in compliance with GRC and back-donors’ policies and regulations (German Federal Foreign OfficeFO, Federal Ministry for Economic Cooperation and Development, private foundations).
- To provide guidance and technical support to of PRCS project staff, which is ultimately implementing the project activities, specifically, but not exclusively, on the fields of Disaster Risk Reduction (DRR) and Monitoring, evaluation, accountability, and learning (MEAL).
- To follow-up sector related developments and if requested assist in the identification of new activities (within the framework of the country strategy and given standards) and support in developing project proposals for donor submission.
- To maintain, in close coordination with the GRC Head of Office and team in Palestine and the local team, a close relationship with PRCS and the other Red Cross / Red Crescent Movement partners active in Palestine, the Gaza Strip, in relation to the projects and, where applicable, with other humanitarian stakeholders at the appropriate levels.
Required Competencies & Skills:
- University degree or advanced degree in a relevant field.
- At least three years’ experience in designing, implementing, and managing humanitarian programs and activities, experience in community-based DRR projects would be a strong asset).
- Ability to train and guide staff and community volunteers, and provide technical support and capacity building.
- Strong programme management skills, including planning, activity tracking, finance management, monitoring, and evaluation.
- Experience in working hand by hand with national or local partner organisations.
- Experience in managing donor-funded projects (GFFO and BMZ TA experience will be a strong asset).
- Experience in working with the Red Cross / Red Crescent would be a strong asset.
- Familiarity and experience with community-based (DRR) approaches will be a strong asset.
- Excellent communication skills, the ability to build relationships at all levels, taking into account cultural and language differences.
- Experience working in oPT, MENA region or fragile, volatile and conflict context will be a strong asset.
- Flexibility and adaptation to change, proven ability to work and live in a attimes challenging environment under security regulations and few recreational activities.
- Oral and written fluency in English (knowledge of Arabic and/or German would be an asset).
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
- Valid International Driving Permit.
