Context:

Under the overall supervision of the Head of Project Development Support Unit (PDSU) and
direct supervision of the Programme Support and Donor Liaison Officer, and in close
coordination with relevant Project Managers, Regional Project Development Unit and Regional
Thematic Units at the Regional Office (RO) in Cairo, Egypt, and Headquarters (HQ), the Project
Development and Reporting Officer will document and recommend International Organization
for Migration (IOM) relevant project opportunities, contribute to the development of project
proposals, and generate project reports for the mission.

Core Functions / Responsibilities:

1. Contribute to the development of new programmes and projects in close coordination with relevant donors, government counterparts, and project partners. Provide technical inputs that respond to emerging trends and priorities, and comply with donor interests and requirements, as well as IOM Libya’s strategic objectives, country and regional strategy and overall strategic vision.

2. Act as a focal point for the development of programmes and projects that respond to the humanitarian and development portfolios of IOM Libya.

3. Maintain effective working relationships with donor counterparts and programme partners, such as government authorities, diplomatic missions, and other relevant agencies and working groups.

4. Support Programme and Resources Management in monitoring programmatic progress through budget monitoring and support, including liaison with relevant donors on budget modifications and project extensions.

5. Provide technical and administrative support for the planning and organization of new projects/programmes.

6. In close coordination with IOM Libya Programme Units, draft and/or coordinate the timely and quality preparation and submission of project reports, in close coordination with relevant units in the Country Office (CO) and RO, in line with IOM policies, standards, and internal procedures.

7. Contribute to the capacity building of mission staff on the technical and process-related aspects of project development, reporting, donor guidance, and Project Information and Management Application (PRIMA).

8. Provide technical and administrative support for the rollout and integration of the Strategic Results Framework (SRF) in the Project Cycle, in close coordination with the supervisor and Monitoring and Evaluation Unit.

9. Support knowledge management through the maintenance of accurate, updated, and pertinent records of all correspondence, project development, donor and institutional reporting files, and related information and documents.

10. Compile and draft regular talking points, summaries, and reports. Ensure that they are in line with donor requirements and shared with relevant units.

11. Contribute to drafting and editing compliance documentation required by donors, including due diligence assessments and risk assessment and management plans.

12. Produce internal and external information material, including strategic documents, presentations, and fact sheets.

13. Participate in seminars and other meetings as requested by the Chief of Mission (CoM) or Deputy Chief of Mission (DCoM).

14. Undertake duty travel related to project assessments as required.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Global Health, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in supporting results-based project development and reporting, technical writing and editing, preferably in the international development/humanitarian sector;
  • Work experience in donor relations and grant management for specific donors of IOM’s interest;
  • Experience in supporting project development and project management, and humanitarian and migration-related activities;
  • Experience implementing complex project activities, budget monitoring, report writing, and liaison with project counterparts;
  • Experience in donor report writing in humanitarian and/or development settings;
  • Experience with Results Based Management approach and other strategic planning approaches;
  • Experience with project coordination, scheduling, and monitoring and evaluation is an asset; and,
  • Experience in liaising with government and donor counterparts, and national/international institutions.

Skills

  • Proven ability to work in a team and with counterparts at different levels;
  • Knowledge of MS office is a must and advanced statistical skills an advantage;
  • Demonstrated ability to meet deadlines, with good communication, writing and organizational skills;
  • Ability to prepare clear and concise reports;
  • Basic knowledge of monitoring and evaluation concepts, approaches, and methodologies;
  • Strong analytical and planning skills; capacity to establish working relationships with government authorities, national and international institutions and non-governmental organizations;
  • Ability to work with accuracy under constraints and pressure; high sense of confidentiality, initiative and good judgment; and,
  • Personal commitment, efficiency, flexibility, drive for results, creative thinking.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is highly desirable and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
