Project Director Preparedness for Protection At International Rescue Committee

The IRC is expanding its programming across the Philippines and Southeast Asia, with a particular emphasis on expanding the leadership of women in their communities, partner-driven implementation and effective cross-contextual learning. In this effort, the IRC, another international organization and two national organizations have joined hands to develop a “Preparedness for Protection” program intended to enhance female leadership in emergency response work and DRR, reduce protection risks, strengthen preventative measures and to improve the lives of people affected by conflict, displacement and disaster. The project focuses on three components: 1.) strengthening protection risk response capacity with particular attention on expanding leadership of women in emergency response; 2.) Preventing conflict and disaster-related protection risks and strengthening community-level capacity for risk reduction; and 3.) Developing a methodology to measure the reductions in violence arising from protection risk reduction activities.

Scope of work

The Project Director will lead and oversee this ECHO-funded program consortium spanning the Philippines, Thailand, a third country to be specified, and a region-wide research component. She or he will be responsible for coordinating implementation activities across project partners and across countries, assuring continuous learning and sharing between partners across the three country contexts, assuring on-track program delivery through overall project and budget management, and donor reporting. The Project Director will serve as both a project manager and a key technical contributor on protection, preparedness and risk reduction specialities in order to support partners, field teams, and HQ research advisors on activity design and roll-out. This position will also be the senior most IRC representative in the Philippines and as such will be responsible for representing the project and the organization with high-level policy-making stakeholders, donors, forums, or other engagements as needed.

The Project Director will coordinate a small project management team, and will be responsible for all aspects of the Preparedness for Protection project, including negotiations with authorities and key stakeholders, activities implemented by partners in the Philippines, activities implemented by the IRC Country team in Thailand, and the region-wide research component to be driven by the IRC’s Research and Innovation Department. She or he will lead on planning, monitoring and evaluating project activities as well as overall grant management to ensure an impactful and efficient program. The Project Director will work closely with the leadership of partner organizations in the Philippines, the IRC Deputy Director of Programs in Thailand, Technical Advisors at regional level and the Sr. Research Advisor to establish strong project governance structure grounded in collaboration, quality implementation, and strategic vision across the project components. The position will report to the Asia Regional Emergency Director, with close regular collaboration with Deputy Regional Director, Regional Monitoring and Evaluation Advisor, HQ Technical Advisors and regional grants and operations support.


• Lead the IRC’s overall project implementation by establishing an inclusive governance and coordination structure, a shared vision and program approach amongst all partners, and clear procedures for information sharing, learning and technical support across all implementing partners.

• Ensure the design, implementation, monitoring and evaluation of all activities are in accordance with the IRC and ECHO standards and meet the goals and objectives of the target communities, in collaboration with the technical advisors and regional team.

• Ensure strong collaborative partner relationships – based on principles of mutual trust and respect, mutual accountability, inclusion and transparency – with all project partners throughout the life of the project;

• Collaborate and engage proactively with authorities, key stakeholders and partners to ensure access and safe delivery of project activities in areas of implementation

• Ensure internal and external visibility of the project by monthly updates, planned communication activities, and advocacy actions as needed and close collaboration with Regional and headquarters Communications and Advocacy teams.

• Manage relations with implementing partners and with the IRC to assure well-coordinated field-level delivery, manage risks, and assure appropriate complementarity between the activities of each partner to assure the best outcomes for clients.

• Provide technical, grant and financial management in coordination with partners and IRC country teams to ensure the best use of resources by preparing sound budgets, monitoring project activities and expenses, and ensuring timely communications with donor, including financial and narrative reports.

• Ensure that IRC and partners’ technical assistance needs are identified and addressed throughout the project lifecycle, by either coordinating the provision of technical support, to partners in the areas of protection rule of law, prevention of gender-based violence, and system strengthening; or as needed, serving as a technical resource to partners in the areas of disaster risk reduction and resilience-building.

• Provide technical guidance and direction alongside the Airbel Impact Lab’s Research Advisor in developing a methodology for measuring the protection benefits of pre-crisis preventative measures intended to reduce the risks of protections to civilians affected by disaster or conflict.

• Assure strong coordination, information sharing, and regular lesson-learning across partners and project sites covering S. Thailand, Philippines and a third location TBD.

• Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility;

• Manage external relations by representing the project and the organisation in the public and ensuring the distribution of information about project achievements and lesson learned;


• Graduate or post-graduate degree or similar work experience in humanitarian assistance, gender, civil society development, community development, or other related field;

• Minimum of five years’ experience in leading humanitarian and/or development assistance programs;

• Demonstrated expertise in managing a complex project in humanitarian settings spanning research, partner support, access and multiple technical areas, (particularly gender, protection, system strengthening, or DRR) in conflict or post-conflict context, and in partnership with a diverse array of project partners (government, non-government and community-based partner organisations);

• Technical expertise in one or more sectors relevant to the project, including: protection, gender-based violence, governance/system strengthening, building leadership, institutional capacity building, disaster risk reduction;

• Demonstrated ability to foster strong collaborative partner relationships, with an ability to foster a common project vision among a wide array of diverse partner organisations;

• Demonstrated ability to ensure appropriate monitoring and evaluation of diverse activities within a single project across multiple project sites, including remote monitoring.

• In-depth experience, knowledge and lived experience of the South East Asia Context, in particular the dynamics of conflict and peace throughout the region.

• Strong strategic planning, monitoring, management, supervision, and budgeting expertise;

• Strong English communication skills, both interpersonal and written; knowledge of southeast Asian language is a plus;

• Demonstrated understanding of ECHO donor priorities and regulations;

• Strong MS Office skills, including Word and Excel.

• Willingness to travel within the region on a regular basis.
