The Sustainable Water and Sanitation Systems Activity (SWASSA), funded by USAID in the Democratic Republic of Congo and implemented by Mercy Corps in coordination with Tetra Tech International Development ( International Development Jobs – Tetra Tech ), is currently accepting expressions of interest for the Project Engineer. This position will be located in the Mercy Corps office in Goma, North Kivu and will report to the Water Systems Infrastructure and Performance Manager.

Job Description: The role of the Project Engineer is to support the SWASSA project aimed at improving the delivery of drinking water supply services. Tetra Tech is looking for a professional with experience in the planning and design of piped water infrastructure. The Project Engineer will support the rehabilitation and expansion of technically and commercially feasible water supply systems. This is a short-term assignment lasting nine months and will involve frequent travel to construction sites in North and South Kivu.

Responsibilities:

Continue support for detailed studies underway in North and South Kivu:

* Regularly evaluate the study mission schedule to ensure that the mission is progressing within the contractual timing;

* Ensure the review of deliverables provided by the design office and provide relevant technical comments;

* Serve as a key point of contact between SWASSA and all external engineering design firms engaged under the program.

Support for construction companies in North and South Kivu:

* Review construction plans and methodology as well as review the Site Environmental Management Plan;

* Work regularly with the Governance team in the search for solutions involving several stakeholders (issue of access to land, etc.);

* Regularly participate in coordination meetings with construction companies and issue constructive/relevant technical opinions for the completion of quality works;

* Contribute to program documentation, including progress reports, work plans, annual construction plans, and information updates as requested by USAID.

Working in collaboration with the Market System Delivery (MSD) team:

*Work in collaboration with the MSD team in the creation of the financial model of Operators/ASUREP, in particular by providing and completing the Asset Database;

* Regularly discuss with the MSD team the orientation of the management of water supply systems by delimiting the management perimeters of ASUREP;

* Support for the development of capacities and development plan for WASH equipment companies and suppliers.

Working with procurement:

* Prepare calls for tenders for the recruitment of construction companies;

* Participate in the process of selecting construction companies;

* Sign selection reports for the selected construction companies.

Minimum qualifications:

* Have at least a bachelor’s degree (Bac+3) in engineering (civil, mechanical) or in another relevant field; Master’s level is preferred.

* Must have at least five (5) years of relevant professional experience in planning and design of drinking water supply systems or similar projects.

* Ability to regularly travel to construction sites in North and South Kivu.

* Strong analytical skills, with the ability to write well-structured technical reports.

* Must be computer proficient in Microsoft Office applications such as Word, PowerPoint, Excel, etc.

* Experience in computer-aided design (AutoCAD, ArchiCAD, Google hearth and QGIS).

* Experience working with donor-funded projects and with different partners.

* Fluency in written and spoken French is required; fluency in English is preferred.
