PROJECT HEAD – MONAGAS BASE At Handicap International – Humanity & Inclusion

OBJECTIVE GENERAL The Head of Project based on Maturín, is responsible for leading and coordinating the development and implementation of the project. He / She must ensure that the execution – with an inclusive approach – carried out by the HI team, meets the objectives established internally and externally, with the aim of maintaining the quality required by the organization and the desired impact with the beneficiaries and articulation with the local authorities and other actors present in the territory.

Among the specific activities to be implemented, mention is made (non-exhaustive list):

– Participates in meetings called by WFP regarding the operation.

– Prepare a schedule and lead the execution of activities in the field related to the School-Based Program (SBP), including the formation of school meal teams, distribution plan, maintenance follow-up to kitchens, and the implementation of the modalities of dish served and baskets to take home.

– Train team collaborators and staff recruited for service provision in the skills necessary for the implementation of the school-based program.

– Ensures coordination in the work schedule with the Inclusion Officer (transversal area coordinator for WFP).

– Supervises field staff for service provision during distributions

– Prepare, review and send state reports related to the implementation of the School-Based Program. The selected service provider must safeguard and keep confidential all the information to which it has access in the development of its contract, guaranteeing the data protection established by HI and WFP as a project financier. Likewise, it is committed to the obligatory fulfillment of the institutional policies of Safeguarding and Protection. The organization implements a zero tolerance policy against the exploitation, sexual abuse and mistreatment, in all its forms, of women, children and all other vulnerable people.

SPECIFIC OBJECTIVE AND TASKS

Mission 1: Operational implementation

– Ensure the measurable scope of the objectives established for the projects under responsibility within the framework of internal and external requirements

Responsibility 1:

Ensure the implementation of the projects under responsibility, in accordance with the project proposals and the assigned budgets

• Direct the intervention strategy of the projects under responsibility, defining in detail the project activities in order to achieve the defined objectives.

• Ensure operations planning, in accordance with internal and external quality and technical standards, if applied together with project partners.

• Fill out and follow up on HI’s internal project planning, monitoring and quality tool – Project Manager BOX (PMBox).

Responsibility 2:

Ensure that the implementation of projects under responsibility complies with existing internal and external frameworks

• Apply and fill out the program project management guide linked to the Planning, Monitoring and Evaluation policy and the quality framework.

• Implement internal institutional cross-cutting policies within projects, in particular the safeguard framework and the institutional policy of Age-Gender-Disability.

• Ensure compliance with global technical standards and standards through communication and participation of technical specialists and advisers with experience in project issues.

• Ensure compliance with the terms of the project proposal ( contract ) and the rules applied by the project’s financing agency or agencies.

Responsibility 3:

Ensure project monitoring, evaluation, accountability and learning

• Monitor activities, and achieve indicators based on the logical framework and propose adjustments or improvements to achieve objectives.

• Update PMBox at least quarterly.

• Organize and lead quarterly project inter-service reviews.

• Develop and implement the project evaluation plan.

• Ensure that the project is accountable to local stakeholders.

• Ensure project learning, taking into account the lessons learned from similar previous projects, following the recommendations made throughout the project (evaluations, support missions, audits, etc.) and taking advantage of the knowledge acquired.

• Collect, develop and formalize tools and methods developed within the framework of the project.

• Ensure the collection of case studies / life stories.

• Conduct at least one lesson session learned / best practices at the end of the project and document the results as requested in HI’s M&E policy.

Responsibility 4:

Ensure the execution of project budgets in a planned manner, according to internal procedures and external requirements

• Carry out expenses and manage specific budget lines for the project activity according to the delegation it received based on the table of the program signature delegation

• According to the template provided by the finances, support the monthly budget planning and monitoring for the location.

• Propose necessary budget modifications.

• Authorize and encode purchase payments using the appropriate format.

• Prepare annual and donor purchase plans based on the budget.

Responsibility 5:

Ensure the logistics management of projects, according to internal procedures and external requirements

• Prepare purchase orders based on the supply plan.

• Ensure the request for the acquisition of the required equipment and tools, respecting the logistical and administrative procedures.

• With the support of the logistics team, ensure the proper use and proper storage of the tools and equipment of your equipment.

• Ensure the visibility of HI and relevant donors in all equipment, equipment, goods, vehicles and workplaces of the project as indicated by HI and the donor.

Responsibility 7:

Ensure project data management

• Ensure that projects have the appropriate instruments for data collection and management.

• Ensure that project-related data is collected and collected in the project database.

• Carry out regular checks and make the necessary corrections in the activity database.

• Ensure the archiving of project documents.

Responsibility 8:

Coordinate the teams involved in the projects under responsibility

• Facilitate coordination meetings with your direct team and other services.

• Collaborate and coordinate with relevant internal services, especially logistics, HR, finance and technical specialists.

• Articulate activities with other operations in the implementation territories to a maximum to achieve synergy, complementarity and greater impact.

Responsibility 9:

Report on projects under your responsibility, according to internal and external requirements

• Ensure that information about the project and its achievements are documented, reported, evaluated and capitalized for internal and external use.

• Prepare weekly and monthly internal reports of activities,

• Support internal reporting, authorities and donors as needed, within the necessary time.

Responsibility 10:

Contribute to the external communication of projects under responsibility

• Contribute to the external influence of HI by participating in relevant networks and spaces, defined together with the operations manager, also for the identification of opportunities, as well as to ensure technical and sectoral alignments.

• Communicate about the project internally and externally ( to partners, authorities, donors and other actors in the sector ) according to established needs, with the support of the communications officer.

Responsibility 11:

Management of safety and occupational risks

• Stay informed of security conditions in the areas of operation, through consultations with community members ( in particular the community link ), local authorities, police and military and facilitating field analysis by the national security adviser.

• Transmit the security conditions and precautions that must be respected to the equipment, ensuring that the instructions of the HI management are respected.

• If applicable, support the development of a security plan adapted to the location, led by the security adviser.

• In accordance with the instructions received from the person in charge of human resources, apply the necessary measures to respect national and HI regulations that aim to reduce occupational risks.

• Inform or consult in a timely manner the security adviser, the person in charge of human resources and the country manager in cases of doubt, event, incident or accident, as established by the HI management.

• Actively participate in the investigation of accidents and incidents.

Mission 2:

Leadership & Personnel Management – ensure that staff under their responsibility achieve their best performance and well-being at work

Responsibilities:

• Be a leader as a role model: embody HI values on a daily basis, particularly in accordance with the 11 Manager 2.0 competencies defined by the organization

• Being a leader as a coach: understanding the strategy, making it explicit, translating it into operational objectives for your team, leading the necessary changes. Give meaning to every management action. Promote exchanges of inter and intra-departmental practices. Promote innovation and risk taking.

• Be an operational leader: Organize your team’s operational management, structure work around identified processes, guide performance, and facilitate problem solving.

• Be a first administrative / HR focal point for your team: contribute to the development of your staff, creating the conditions for your commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, mentality and expected individual and collective behavior.

Main tasks:

• Apply and identify the scope of the 4 objectives and 11 behaviors of a manager within HI, according to the “ manager 2.0 ” approach.

• Get involved in hiring for your team members.

• Establish the annual objectives of the personnel under their charge and ensure that the teams under their charge establish them.

• Carry out annual evaluations of staff under their charge and ensure that teams under their charge carry them out.

• Address the needs of the teams under its management.

• Ensure that teams, partners, and consultants know, understand, apply, and respect HI’s institutional policies.

• Report staff offenses / infractions to HI management and participate in disciplinary proceedings.

Mission 3: Strategic contribution

Responsibilities:

• Contribute to the implementation of the program strategy / (StratOp)

• Contribute to the definition and management of common topics of interest in the area

• Contribute to the development of relevant project proposals in the area and in which HI has added value.

Main tasks:

• Participate in HI strategic, thematic and planning workshops.

• Give contributions for the development of project proposals.

• Give contributions for the definition, management and solution of common themes

Mission 4: Emergency preparedness and response

Responsibilities:

• Support emergency preparedness actions

• In an emergency, reorganize your team’s priorities according to humanitarian priority, in order to ensure a rapid and efficient response by HI.

Main tasks:

• In accordance with the defined Emergency Response Plan for Venezuela, implement the necessary actions in case of emergency.

• Support the implementation of the Minimum Emergency Preparedness Measures, as well as other related actions.

• Contribute to the updating and improvement of the Emergency Response Plan.

PROFILE AND KNOWLEDGE

 Professional social work or careers related to the social sciences or humanities or in the area of economics / administration / management

– A minimum of 3 years of experience in managing social projects in accompaniment of vulnerable populations

– Desirable – Demonstrable experience implemented World Food Program School-Based Program projects ( WFP )

– Demonstrable experience implementing NNA Protection projects

– Field work experience with a Non-Courage Organization ( national or international ).

– Desirable: knowledge of English
