The International Assistance Department of the Netherlands Red Cross is looking for a Project Management Delegate in Haiti.

Position title: Project Management Delegate

Duty station: Jacmel, Sud Est Department, with frequent travel to project sites

Time period: 12 months, with possibility of extension

We are looking for an experienced Project Manager who is keen on a role with a main focus on ensuring quality project management and implementation, including coordination, technical support, budget monitoring and providing day to day support to the national project team.

The Netherlands Red Cross and the Haitian Red Cross in Haiti

Over more than two decades, the Haitian Red Cross (HRC) and Netherlands Red Cross (NLRC) Societies have collaborated in addressing acute needs of vulnerable people in Haiti through implementation of a wide range of programs in the areas of primary health care, water and sanitation, food security and livelihoods support, climate change and community resilience, and local capacity building. The organizations, guided by the Red Cross Red Crescent Movement Fundamental Principles and in line with their strategies and mandates, work hand-in-hand to alleviate suffering and to strengthen capacities of the most vulnerable groups of the population in Haiti.

The delegate will be responsible for the management of the Chronic Crisis project. Additional projects could be added to the responsibilities in the future. The Chronic Crisis project has been implemented since 2021, and has recently started a second phase with a new funding allocation, running up to February 2025.

The overall objective of this project is to increase the resilience of the targeted communities through livelihood restoration, increasing access to drinking water and strengthening economic empowerment of women.

Place in the organization

  • The Project Management delegate (PM) is a member of the Netherlands Red Cross Haiti delegation team. The PM delegate reports directly to the Country Representative based in Jacmel.
  • The PM delegate coordinates project implementation with various colleagues at the NLRC Headquarters in the Hague (eg technical advisors, desk, finance, logistics, etc).
  • The PM delegate will manage a team of around 20 staff and is responsible of the overall management of the project (finance, logistics, HR).
  • The PM will be responsible for the program coordination with the HRC as well as with external partners in the Sud Est Departments.

Responsibilities

Base management

  • Supervise the CCII project team in Jacmel, ensuring that logistics, finance and HR issues program related are tackled in close collaboration with the support department in Port au Prince/Jacmel.
  • Support the CR with close follow-up on the security situation and the overall context in Haiti to ensure the safety of the projects teams and continuity of projects activities.
  • Contribute to the day to day management of the NLRC CCII program related in Jacmel, including fleet management, logistics, financial management, and support improvement of internal processes and procedures.

Project Management

  • Provide project and technical support in planning, implementation, monitoring and quality assurance, and reporting throughout the project cycle in accordance with NLRC and ERCS procedures (such as procurement and financial) and agreements as set in the MoU and in full compliance with donor’s requirements.
  • As NLRC budget-holder responsible for the project budget management, adequate and timely quality narrative and financial reporting according to NLRC and donor standards, developing ToRs for reviews and evaluations, all according to NLRC’s Standard Project Approach (SPA);
  • Ensure implementation of projects activities to meet international standards taking into account sustainability and community ownership.
  • Manage budget and finance of the projects and reporting to the Jacmel/Port au Prince Office and to the Hague following standard procedures and audit requirements.
  • Manage the effective and proper use of assets, financial resources and facilities according to standard procedures in order to comply with auditing requirements.
  • Oversee and ensure procurement procedures regarding the procurement plan.
  • Ensure identification, documentation and sharing of success stories/ evidences, data collection and lessons learnt for program improvement, scaling up, and internal capitalization.
  • Provide and/or mobilize the needed technical support ensure quality implementation and compliance.
  • Undertake regular monitoring or support field visits and meetings with HRCS local branches, targeted communities, local authorities and relevant humanitarian partners in assessing trends, patterns and changing needs and consequently advise on a revised Plan of Action.

Program Design & Development

  • Support or take the lead in the development of new projects based on incoming funding opportunities and in line with NLRC Haiti strategic priorities.
  • Ensure synergies and coherence between all NLRC-supported interventions with the other NLRC delegates.

Coordination

  • Be in regular contact with other humanitarian actors, HRC and other Red Cross colleagues, Governmental institutions, (I)NGOS to insure good synergies.
  • Be the the Project focal point for the Jacmel base and coordinate with the ongoing projects in the region, with colleagues from NLRC in country and HQ and partners, both external partners, the Haitian Red Cross, and other RC/RC National Societies,.
  • Present and participate in external events related to the NLRC presence in Jacmel and related to ongoing projects, including participation in the various clusters.
  • In close coordination and collaboration with NLRC Country Representative, maintaining and coordinating internal and external relations and partnerships, including HRCS, local authorities, (I)NGOs, etc.
  • As required, represent NLRC in RC/RC Movement Coordination and collaboration meetings.

Requirements

  • At least 5 years international experience in project monitoring and accountability preferably in the field of Food Security, Livelihoods, CCA and NbS.
  • Previous experience living and working in another context/country than your own domicile
  • Advanced university degree in social sciences, humanitarian aid, disaster management or other fields with relevant experience.
  • Minimum 3 years of experience working with government agencies, local authorities, international organizations, NGOs and/or communities (preferably also with Red Cross and Red Cross volunteers)
  • A minimum of 2 years’ experience of responding to emergencies.
  • Proven ability to collaborate with local partners and preferably Red Cross/Red Crescent National Societies.
  • Previous experience with the Red Cross/Red Crescent Movement is an asset.
  • Previous experience of living or working in the region (Caribbean/ Haiti) is an asset.
  • Strong knowledge of finance, logistics, accounting, budgeting, PMEAL, and cost control procedures, minimal 3 years
  • Knowledge of feedback and response mechanism, including of appropriate methods of beneficiary communication and channels. Strong ethical standards, knowledge of PSEA methods
  • Fluency in written and spoken French and English is mandatory, Haitian Creole is an asset.

  • Demonstrated orientation on results, process, and people.
  • Cultural awareness is essential and previous experience in a multi-cultural environment is a must.
