Project Management Officer at MSF – Holland

MSF is an international, independent medical humanitarian organisation. We provide medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. MSF coordinates operations through collaborations between global offices. The ‘MSF Operational Centre Amsterdam’ (OCA) is a partnership that is composed of the partners MSF-Canada, MSF-Germany, MSF-SARA, MSF-Sweden, MSF-Holland and MSF-United Kingdom. MSF-OCA operates medical humanitarian interventions in about 25 countries with more than 11,000 staff.

The office of MSF-Holland located in Amsterdam hosts more than 400 employees, offering direct support to MSF-OCA operations. Around 50 staff focus on recruitment, communication and fundraising in The Netherlands (MSF-Holland) and 350 staff are focused on supporting MSF-OCA operations.

The role of the Project Management Office (PMO) is to provide support and guidance to OCA staff in planning, managing and delivering their projects, to lead on cross-departmental transformational projects and functions and to provide an overview and analysis to the Management Team of projects and programmes across OCA, and those that we are involved in at an international level.

Project Management Officer (100%)

Position in the organisation

The role of the Project Management Office (PMO) is to provide support and guidance to OCA staff in planning, managing and delivering their projects, to lead on cross-departmental transformational projects and functions and to provide an overview and analysis to the Management Team of projects and programmes across OCA, and those that we are involved in at an international level.

The project Management Officer reports directly to the Head of the PMO and has an overview of all projects run. This position contributes to increase the maturity level of project management frameworks, tools, methodologies and reach the Project Management objectives for OCA.

Objectives of the role

As a PMO officer, your main objectives will be to provide technical expertise in the area of Project Management and to advise the Senior Management Team, Project Managers, Project Teams, and other stakeholders with the overall management of projects. You are expected to champion and advocate the use of good project management practice in all projects.

You provide support in monitoring and assessing the project portfolio and report to the Senior Management Team for decision-taking. You develop and implement portfolio management strategies supporting organisational change and you activate tools for monitoring, managing and reporting at project and portfolio level.

Engaged in the development of the Project Management Office, you strive to build strong partnerships and effective coordination among relevant project stakeholders and international partner section; to implement policies, guidelines and frameworks and to ensure that all organisational policies are complied with and to support the Head of the PMO in the ongoing management and strategic development of the PMO to meet the needs of a changing and complex organization.

Main responsabilities

Project Management:

  • You apply project and programme management frameworks, best practice, standards and methodologies. This includes developing of relevant materials, trainings, communications and knowledge sharing;
  • You provide a consultative role to projects and project managers by advising, developing training plans, supplying trainings, access to information, tools and templates;
  • You advise on relevant project management areas such as project planning, governance, risk & issue management, benefits management, reporting & monitoring etc..

Portfolio Management

  • You support the monitoring and evaluation of the delivery of projects and you provide an advisory role to project managers and senior management team;
  • You share with relevant stakeholders project and portfolio status oversight with regular performance status, variances to plan and identification of areas for corrective actions;
  • You prepare the reports for the program governance;
  • You closely monitor the compliance to project management processes, policies and procedures;
  • You provide support to the planning and implementation of annual and strategic plans through change programmes.

PMO Development

  • You develop and implement tools for project and portfolio management relevant topics, such as reporting, benefits management, planning etc.;
  • You will act as You give advice and facilitate on training strategies in the area of project management;
  • You support the delivery of PMO implementation objectives and change processes in the organisation;
  • You communicate and coordinate with internal and external stakeholders across projects and MSF partner sections.

The candidate we are looking for

  • You are a highly motivated and enthusiastic person with a proven professional experience (at least 3 years) in a project management, portfolio management or project accounting, preferably in a large NGO/IO
  • You have a solid knowledge and practice of project cycle, portfolio management, project accounting (no need of certification)
  • You have a Bachelor level, preferably in management, business administration
  • You managed projects and/or implemented change management projects
  • You have previously worked in MSF or in a similar organisation
  • Your past working experience was in an international environment, with daily collaboration with variety of stakeholders and within multicultural environment
  • You do not just possess administrative skills; you are proactively organise and coordinate
  • You have a strong ability to communicate, to adapt and to network
  • Analytical, you focus on solving problems and high quality results
  • You are service-oriented and demonstrate initiative with a good follow-up attitude.
  • You have excellent communication and presentation skills in English, both oral and written
  • You are eager to travel and visit our projects in the field when necessary

We offer

  • An employment contract based on full-time appointment, from 01 July 2021 to 28 February 2022 (8 months).
  • A gross monthly salary in scale 6 (between € 2.907 and € 4.152 for Dutch contracts for 40 hours/week), depending on your contracting office/domicile and on your professional experience
