Context:
The European Union has awarded the “Guidelines on Mainstreaming Migration into International Cooperation and Development Policy” project to IOM with the aim of contributing to effective mainstreaming of migration into international cooperation and development. The project will produce and pilot guidelines for the use of the EU, other donors and partner countries from the perspective of mainstreaming migration into development aid and donor cooperation and coordination. Accompanying capacity building measures are foreseen in up to three pilot countries targeted by EU development aid.
Under the direct supervision and guidance of the Senior Regional Labour Migration and Human Development Specialist and the technical supervision of the Head of Migration & Sustainable Development Unit in HQ; and, in close coordination with the EU/Regional Programme Development Officer in the Regional Office for the EEA, EU and NATO (RO Brussels), the successful candidate will be responsible for the overall management of and technical expertise within the project.
Core Functions / Responsibilities:
- Develop, implement and monitor administrative and operational activities of the project in line with IOM policies and donor requirements.
- Oversee project staff and focal points to ensure prompt and high-quality delivery and piloting of the Guidelines and related capacity building activities.
- Identify, contract and monitor external experts for the development of the Guidelines and related capacity building activities.
- Provide thematic guidance, planning, technical and operational advice on migration and development and related EU development policy and funding processes to IOM Country Offices in the pilot countries.
- Prepare or ensure timely preparation and submissions of all project reports according to IOM and donor formats as required.
- Prepare regular project updates, summaries, visibility materials and other relevant project materials.
- Stay abreast of policies, international standards and best practices relating to migration and development and EU development cooperation.
- Provide in-house advice on migration mainstreaming and migration and development and liaise with other thematic resource persons within IOM to embed the project within the existing institutional resource materials and lessons learned from ongoing IOM programmes.
- Coordinate, organize and represent IOM in meetings, workshops and seminars.
- Undertake duty travel, including travel to provide technical assistance to and monitor progress in the project pilot countries as well to ensure project visibility.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Migration Studies, Political or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in the field of migration issues, including operational and field experience, IOM project development and management in distinct countries or regions;
• Demonstrated expertise in the thematic area of migration and development;
• Experience in the design and facilitation of capacity building activities and products as well as provide training, curriculum development for government officials and/or other audiences on migration and development;
• Experience in liaising with national, regional and international institutions is a requirement;
• Experience in liaising with EU institutions is as an advantage.
Skills
• Knowledge or experience of migration mainstreaming is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.
