CONTEXT:
In response to the ongoing humanitarian crisis in eastern DRC, Handicap International wishes to strengthen and facilitate the delivery of humanitarian aid provided by humanitarian actors.

The worsening humanitarian context in these areas requires proactive and flexible intervention capacities to carry out a relevant and rapid response in terms of humanitarian aid.

Atlas Logistique wishes to relaunch its logistics activities in the East of the DRC to meet the needs of users (humanitarian community) through 4 main activities:

– Road transport covering all humanitarian hotspots in the East of the DRC, particularly the areas impacted by the M23 crisis,

– Free storage for cross-docking, contingency and pre-positioning of relief items for rapid response to sudden crises, integrating the implementation of medical logistics (Controlled Temperature and Cold Chain).

– Capacity building of local transporters, drivers and conveyors as well as staff of partner organizations on the mandate and humanitarian access, risks and security management of transport, constitution of administrative files, and cold chain.

– Civil engineering

YOUR MISSION:
The ambition of the project is to propose an innovative logistics solution, which combines several complementary logistics services aimed at optimizing the delivery and management of humanitarian goods in landlocked areas of Lake Kivu. The different services will be:

  • Lake transport service: establishment of a regular lake transport solution to transport freight from Goma and Bukavu to landlocked areas along Lake Kivu.
  • Road collection and freight consolidation service for lake transport: collection of freight from partners in Goma and Bukavu, consolidation of flows, and preparation of cargoes for efficient lake transport to landlocked areas.
  • Transit platform service in Minova: Establishment of a road post-delivery service coupled with a secure transit area in Minova, enabling the security of goods awaiting collection by humanitarian organisations.
  • Storage and kitting service in Goma and Bukavu, with temperature-controlled solutions: establishment of Goma and Bukavu stocks as consolidation and kitting bases, including temperature-controlled storage solutions for medical products, in order to serve as a distribution point to the other territories of North and South Kivu.

You, as project manager and under the responsibility of the ATLAS operations manager, supervise the implementation of the solution as a whole, adjust the level of service based on user feedback, ensure coordination between the different stakeholders (humanitarian actors, local teams, authorities), and manage the deployment phase and ongoing adjustments.

Your main responsibilities will be:

  • Ensures the implementation of the project, in accordance with the logical framework and the allocated budget
  • Ensures that project implementation is consistent with existing frameworks
  • Ensures project monitoring, evaluation, accountability and learning
  • Ensures project data management
  • Ensures the functional animation of the teams on his project
  • Contributes to external communication about the project

4) Emergency preparedness and response

YOUR PROFILE:

  • You have a higher degree in transport logistics or any other relevant field
  • You have at least 2 years of professional experience in the transport sector, experience in project management is strongly recommended
  • You have at least 1 year of experience in team management
  • Able to work under pressure and in a volatile security context, you have excellent communication skills and are fluent in French, English is highly desirable.

  • 11-month International Contract ideally starting April 1, 2025, position based in Goma
  • The international contract provides social coverage adapted to everyone’s needs:
    • Unemployment insurance collected only for EU nationals;
    • Retirement insurance;
    • Health coverage, repatriation, and welfare covered by HI and the employee;
  • Salary : from €2,450 gross/month;
  • Per diem : €569 net/month – paid in local currency in the field;
  • Hardship: €250 net/month
  • Paid leave : 25 days per year;
  • R&R : 5 Days every 8 weeks
  • Position: Unaccompanied
  • Accommodation: Collective supported by HI;
  • If you are a resident in the country: local package.
