ABOUT LA CHAÎNE DE L’ESPOIR

La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development.

We work in 28 countries with a comprehensive approach, focusing on children, mothers and disadvantaged communities:

· Prevention and screening from an early age, particularly through school health programs

· Care and surgery, to meet the most urgent needs of children and their mothers.

· Strengthening the medical and surgical workforce thanks to our international network of experts.

· Construction and equipment of hospital structures adapted to local needs.

JOB DESCRIPTION

Context :

La Chaîne de l’Espoir has been working in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit pediatric hospital, to provide high quality medical and surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l’Espoir providing medical support and access to the most vulnerable populations. In 2016, the hospital expanded with the opening of gynecology, obstetrics and neonatology services, becoming the French Medical Institute for Mothers and Children (FMIC). Services for adults have also been developed in recent years.

The goal of La Chaîne de l’Espoir is to increase access to healthcare in particular for the most vulnerable Afghans. To do so, La Chaîne de l’Espoir:

· Trains and supports the medical, paramedical and technical teams through short and long term volunteer missions.

· Provides free surgical treatment at FMIC and social care for the most vulnerable children and women coming from all the 34 provinces of Afghanistan, through the “Women and Children’s House” (WCH) project.

Given the evolution of the situation in the country, marked by a possible collapse of public services (including in the health sector), in 2022, La Chaîne de l’Espoir plans to continue its support for the most vulnerable Afghan children and women and will increase the assistance provided to internally displaced people living in camps in Kabul.

Working in the camps in Kabul for 2 years in a partnership with the Norwegian Refugee Council (NRC), La Chaîne de l’Espoir plans to further develop its activities and expand its target audience to assist more vulnerable people with very limited access to health care. The project will include awareness-raising activities, consultations, identification of the needs for surgical care, and referring the patients to the FMIC to provide free of charge care. Based on the needs assessment the project’s activities could be extended to other medical specialties.

General objective

The Project Manager will ensure the implementation of the project activities in the camps, guarantee the quality of the project and suggest improvements. The Project Manager will provide a detailed understanding of the specific issues and needs in the camps (needs assessment and mapping of the key actors) to further develop the activities of La Chaîne de l’Espoir.

The Project Manager is in charge of supervising a team of 4 employees, including 2 nurses and 2 midwives.

TASKS & RESPONSABILITIES

Implementation and operational monitoring

· Plan, supervise and monitor the implementation of the activities according to La Chaîne de l’Espoir procedures;

· Conduct a needs assessment in the camps to adapt and develop new activities;

· Supervise and support the operational team in the weekly planning and reporting of project activities;

· Develop the referral systems for the camps;

· Suggest any improvement of the activities and/or develop additional activities based on a needs assessment and discussions with implementing partners in the camps (e.g. NRC);

· Work with the finance department, contribute to develop budgets related to its program, monitor expenses, budget forecasts and cash needs;

· Liaise with FMIC teams and partner NGOs such as NRC on the activities carried out and solve problems arising.

Security management

· Assess on a daily basis the security conditions to the implementation of the activities (movements to and from the camps, security checks with the team), with the support of the Head of Mission and the Logistics Manager;

· Draft and transmit incident reports to the Head of Mission.

Staff management

· Define/review the job descriptions of the team under its supervision;

· Assess the human resources needs;

· Participate in the recruitment of the staff under its supervision;

· Supervise the onboarding process of new staff and brief the staff working on the program;

· Train, manage and support the team under its responsibility;

· Evaluate the skills and performances of the staff.

Reporting / communication / representation

· Set up a data collection tool and adapt if necessary;

· Collect information and analyse the activities carried out;

· Liaise with actors in the camps (NGOs and authorities) and participate in coordination meetings;

· Prepare program reports and ensure timely submission to the head of mission;

· Participate in writing reports to the donor;

· Ensure that all reports are delivered on time and in the appropriate format;

· Represent the organization when asked and/or delegated to do so (clusters, meeting with organizations…);

· Write regular stories of beneficiaries in order to communicate about the project (social media, newsletter, website…);

· Reply to headquarters information requests regarding specific needs.

EDUCATION

– Licence or master degree in relevant sectors

WORK EXPERIENCE

· Previous experience as a project manager in the humanitarian sector

· Previous experience in the health sector is an asset

SKILLS REQUIRED

· Experience in managing teams

· Experience of working in a tense security context

· Ability to take initiatives

· Good interpersonal, communication and negotiation skills

· Rigorousness, thoroughness and working accurately

· Good analytical and reporting skills

· Languages: English and French. Dari or Pashto would be an asset

· Excellent command of the Pack office, especially Excel

CONDITIONS

· Duration of the mission : 6 months (renewable)

· Desired start : Mid-July 2022

· Location : Kabul, Afghanistan

OTHER SPECIFICITIES

Transportation, Accommodation and Meals:

· Transportation to and from the workplace is provided.

· Single room in collective accommodation provided.

· Meals are provided at the guesthouse or the office during weekdays.

Holidays and R&R (Rest&Recovery):

· 2 days of leave per completed month + 6 days of RNR every 8 weeks (=15 days every 2 months, travel days included).

Security context and local life:

· The security situation in Kabul remains unstable. The Administration/Financial/HR Manager works and lives on the site of the French hospital, located in the south of the city in a large tree-covered site (far from the green zone and diplomatic area).

· Comfortable accommodation, with access to an outdoor space and sports facilities. Involves living in community (with other permanent expatriates and doctors who regularly come on missions) and respecting strict security rules.

· Travel to the city is allowed only for business purposes, subject to the approval of the FMIC and/or La Chaîne de l’Espoir.
