OBJECTIVE OF THE WORK
The project manager will be responsible for ensuring the successful implementation of the project Multisectoral and Integrated Response to Water, Sanitation and Hygiene, Livelihoods and Protection of Women in Indigenous Communities in the State of Amazonas, Venezuela funded by the French Government (CDCS), in Puerto Ayacucho.
The project has the following sectors of intervention: Livelihoods, Protection and Water, Sanitation and Hygiene (WASH). The selected person will provide strategic and operational leadership to develop and implement the project successfully. The project manager will ensure compliance with the overall technical and programmatic quality in the implementation, compliance with donor standards and regulations and the timely submission of all deliverables. Depending on the needs, the manager may also participate in the design of future projects. The manager will report to the Base Manager and the Area Coordinator.
FUNCTIONS
Planning of project activities (preparation of implementation strategies, work plan, identification and planning of technical skills and project implementation requirements according to relevant standards)
Monitoring of execution (daily monitoring of project activities, anticipation and mitigation of risks, problem solving and planning of corrective measures).
Documentation and compliance (preparation, compilation and archiving of records and documents proving the completion of activities), creation and updating of instruments and mechanisms to ensure that activities are carried out in compliance with donor regulations.
Engagement and accountability to beneficiaries (safeguarding of beneficiaries, communication with communities, community participation, grievance resolution)
Internal coordination (organisation and participation in meetings)
External coordination (organisation and participation in bilateral and
multilateral meetings and platforms, such as sectoral meetings)
Security management (through regular analysis of the context and negotiation of access, supporting security management and project-related movements).
Human Resources
Planning (Structuring and organizing the team, including assignment of roles and
responsibilities)
Recruitment (in coordination with the Human Resources Department)
Staff development and capacity building (proactive and ongoing assessment of training needs and interest of team members, identification of training opportunities, including internal and external, mentoring)
Staff management (establishing work plans, vacation planning, periodic appraisals, conflict resolution)
Logistics
Procurement (in coordination with the Logistics Department)
Quality control (verification of samples and purchased items)
Inventories (monitoring project inventory volumes)
Transportation (involvement in vehicle management)
Assets (monitoring the availability and use of assets)
Finance
Budget monitoring/expense control (periodic expenditure forecasting and
cross-checking)
Support in the preparation of cash requests
Quality control
Monitoring and evaluation (support to the execution of monitoring activities carried out by the
Diagnostic, Monitoring and Evaluation Department; participation in monitoring activities; measurement of relevant project indicators)
Learning (feeding the database of lessons learned, applying lessons learned in the past to future projects)
Grant Management and Fundraising
In coordination with the Project Development Department, ensure compliance with
contractual obligations, donor procedures and donor requests
Actively participate in project launch, review and closing meetings
Reporting: prepare regular narrative reports and update reporting tools, and share them with the Project Development Department
Support the design of new proposals, including strategic programmatic options, appropriate activities, suitable locations, targeted beneficiaries, staffing needs and costs.
Preventing Sexual Exploitation and Abuse
Create and maintain an environment that prevents sexual exploitation and abuse and promotes the
implementation of ACTED’s zero tolerance policy and code of conduct.
REQUIREMENTS
Mandatory:
Bachelor’s degree in Social Sciences (Sociology, Social Work), Economics, Education, Political Science, International Studies, Health Sciences, Humanitarian Protection, Civil Engineering, related careers.
At least three (3) years of experience as a project manager. Preferably in an
international NGO.
Experience in dealing with national partners and local / government authorities.
Experience in proven organizational skills.
Experience working in multicultural work environments .
Mastery of Microsoft Office Package.
Soft skills: dynamism, leadership, team management, autonomy, high attention to detail, responsibility, assertive communication, results orientation, transparency, flexibility.
Desirable (not mandatory):
Experience in training and education.
CONDITIONS
Contract for the provision of services for 9 months with the possibility of renewal depending on
budget availability and performance.
Place of work: In person at the ACTED office in Puerto Ayacucho.
Professional fees according to the organization’s scale.
