Project Manager- “Digitalisation and Development At Horizont3000

Profile:

The Project manager should have proven experience in project management of ICT projects. He/She holds a degree in ICT or a related field in a reputable university. Strong communicator, organisational skills, sound networker. Knowledge in agile project management and contract management. Experience in development cooperation is an advantage.

Responsibility:

The project manager is responsible for the implementation of the project named : “Thrive digitalisation for the benefit of 25 partner organisations and their target groups in Uganda, Kenya and Tanzania”. This includes the daily management of the project, the planning of training activities and communication with various internal and external stakeholders including the 6 partner organisations, who implement specific project components in Uganda and Tanzania.

Apart from this the project manager will ensure that the MEAL (Monitoring, Evaluation, Accountability and Learning) policy of HORIZONT3000 is applied. This includes regular monitoring, documenting and reporting.

In detail the following tasks will be assigned to the project manager:

Program management

  • Facilitate a self-assessment on digitalisation for each of the 25 partner organisations
  • Create a conducive environment for the implementation of the project
  • Daily project management through planning, scheduling and tracking project timelines and milestones
  • Liaise with project stakeholders on an on-going basis to proactively manage changes and identify potential risks.

Capacity Development

  • Setting-up and maintaining a learning and exchange platform based on open source (together with an external IT consultant and HORIZONT3000 IT professional based in Vienna)
  • Developing a curriculum for a sequence of online trainings (e.g. on Digital Principles for Development, digital communication, simple video creation, MEAL, data storage and management, accounting, …) together with an external IT consultant and a HORIZONT3000 IT professional based in Vienna
  • Select trainers and organize up to 10 online trainings per year. Ensure that trainings are conducted in a gender sensitive manner reaching female participants.
  • Coordinate the technical coaching sessions of extern IT consultant and HORIZONT3000 IT professional with the partner organisations.

Monitoring and Evaluation

  • Ensure that the HORIZONT3000 MEAL policy is applied
  • Conduct monitoring visits at various project sites
  • Support the HORIZONT3000 finance department in monitoring the budget
  • Ensure project implementation in compliant with HORIZONT3000 financial management policy

Documentation, Reporting and Knowledge management

  • Organising and documenting meetings of the collaboration lab guiding the implementation strategy
  • Continuous exchange and follow-up the progress of the 6 project components being implemented by 6 partner organisations in Uganda and Tanzania.
  • Capture project experiences using appropriate methods
  • Capture, develop and share project content to the HORIZONT3000 PR department in Vienna
  • Ongoing documentation, writing of semi-annual project reports

Other Duties

  • The Project manager will be asked from time to time to support management of HORIZONT30000 East Africa with other program related tasks including monitoring visits, follow up and capacity building partners as it may be deemed necessary.

Reporting

  • The Project Manager reports to the programme director of the Regional Office East Africa under the guidance of the Programme Coordinator in Vienna.

Contract

A contract of 1.5 years will be issued upon successful completion of 6 months’ probation.
