General context of the project

The project is an extension of’another project for the protection of’INTERSOS in the province of Lac funded by ECHO. INTERSOS proposed essential modifications to its initial SF in the province of Lac for a period from’october 2023 to April 2024. These changes are more focused on core protection activities for refugees and returnees from Sudan, including, who live in the Zabout camp and the Deguessa site in the eastern Sila province of Chad. INTERSOS will prioritize emergency interventions appropriate to the context of the crisis (cultures/traditions of refugees/returns, accessibility of the area, available resources, etc, coordination with other humanitarian actors already in the camp and site of’ intervention) in the following areas:

  • Prevention of cases/incidents of protection of’child (PE) and cases of GBV, including peaceful cohabitation.
  • Response/support (PEC) of PE and GBV cases.
  • Community mechanism for cross-sectoral accountability/feedback.

INTERSOS will prioritize the approach of local knowledge, coordination and transfer of PE / VBG cases. Appropriate / conventional referencing and coordination mechanisms for the PEC of PE / VBG cases will be put in place with other humanitarian actors / NGOs, particularly in health / psychological, legal and education/learning. Bilateral meetings will be organized with these humanitarian actors for the coordination of the CEP. INTERSOS will actively participate in the coordination meetings which are organized in Sila and N’Djamena by the UNHCR. Depending on the context of the intervention area ( language barriers with beneficiaries, accessibility of the area during the rainy season ), INTERSOS will prioritize local providers ( case managers, local animators, social workers, health personnel,RECO, local organisations/women’s groups, etc.) that will be trained for the prevention/response of GBV.

The project will directly assist approximately 30,840 refugees/’asylum seekers living in the Zabout camp and 11,053 returnees living in the Deguessa site. The project aims to improve and facilitate’access to prevention emergency’ services/protection case responses and accountability/feedback on humanitarian assistance to refugees and returnees in the province of Sila, by April 2024.

General objective of the position

The Project Manager is responsible for the coordination, implementation and monitoring of activities in the’ intervention areas mentioned above. He/she will be in charge of ensuring consistent planning of the implementation of project activities, while respecting the operational schedule defined in connection with the Coordination of the mission.

Main responsibilities and tasks

Project Management:

  • Develop an objective and punctual planning of the project activities, in collaboration with the head of mission and the’ of his team.
  • Guarantee the operational, financial and programmatic management in collaboration with the members of the’ team.
  • Ensure coordination with partners and stakeholders (humanitarian actors, administrative authorities), donor representatives and other actors on the ground.
  • Ensure the coordination of the Project in collaboration with the members of the’ team through the monitoring of joint activities.
  • Ensure compliance with the work plan and propose readjustments if necessary.
  • Monitoring and evaluation of activities through the development and updating of monitoring tools) in collaboration with the Mission Coordination.
  • Formulate narrative and financial reports to be submitted to the lessor.
  • Contribute to the monthly update of the information to be shared with the relevant clusters.
  • Ensure timely submission of the monthly report of’activity internal to the’organisation including the’ tracking tool PAT.
  • Ensure an adequate line of communication (internal and external) under the supervision and with the Mission Coordination.
  • Report quickly and accurately any difficulties encountered in the implementation of the project to the Coordination of the Mission and contribute to the identification of solutions.
  • Participate in sectoral coordination meetings at field level.
  • Contribute to safety management based on the established approaches and tools used in the mission.

Administrative management of the project:

  • Ensure proper management of project funds (update project financial planning on a monthly basis ; monthly,
  • Follow up on project expenditure in collaboration with’administration,
  • Propose budgetary readjustments to’administration ;
  • Liaise with the’ logistics team for project purchases, in order to ensure correct application of the’INTERSOS and lessor purchase procedures

Management of Human Resources:

  • Contribute to the selection and recruitment of the national staff of the project according to needs;
  • Ensure the effective and objective evaluation of the performance of the staff under its management every 3 months and the final evaluation of the’ ;
  • Supervise and manage the’ project team and provide ongoing training in collaboration with the Mission Coordination.

Capitalization and knowledge management:

  • Ensure the capitalization of the experiences and data obtained within the framework of the project;(See’activity sheet and Programme sheet on IMP);
  • Identify needs and propose new potential programmes or activities to be implemented in the field ;
  • Send to the Mission Coordination all photo and video documentation of the activities, as well as any significant information on the’ intervention area and the project activities to feed the visibility needs, and, fundraising and communication.

Required profile

Education

  • Higher university degree in Economics, Political science, Social sciences, Humanities or other relevant field.
  • A first-level university degree with a relevant combination of academic qualifications and experience may be accepted instead of the higher university degree.

Professional Experience

  • Minimum 4 years of’ experience in project management in the humanitarian sector, especially in project management Protection (GBV-Child Protection)
  • Good professional competence in the field of Protection (GBV-Child Protection)
  • Knowledge of the ECHO lessor necessary

Professional requirements

  • Strong understanding of the humanitarian emergency context ;
  • Work capacity in a volatile security environment ;
  • Ability to work in a tight time frame, with little supervision and under pressure ;
  • Great ability to communicate, both written and oral, and to maintain relationships with experience in managing work teams ;
  • Ability to work in a team and independently ;
  • Knowledge of ECHO procedures and guidelines.

Languages

Common French (spoken, read, written)

Knowledge of’anglais (desirable).
