CONTEXT :

After closing in 2004, HI returned to the CAR in 2015 through the activities of the logistics platform. Since then, HI has deployed humanitarian interventions around 4 pillars:
Humanitarian Logistics – Health – Inclusion – Reduction of Armed Violence.

The key activities are: the facilitation of road, river and air transport, the rehabilitation of roads and airways, functional rehabilitation (physiotherapy, equipment), stimulation therapy for malnourished children and their parents, individual and community psycho-social care, inclusive humanitarian action, inclusive governance, strengthening organizations of people with disabilities and education on the risks linked to explosive devices. These activities are carried out on three bases: Bangui, Bambari, Bangassou and a sub-base in Bocaranga and Alindao.

The main activities of the road rehabilitation project are as follows:

  • Technical evaluation of the work to be carried out;
  • Road rehabilitation (construction/repair of crossing structures and hot spots);
  • Awareness raising and training of Local Road Maintenance Committees (CLER);
  • Relationship with local and state authorities to ensure participation and ownership of the project

YOUR MISSION :

Under the responsibility of the Area Manager, your responsibilities are as follows:

1. Management

  • Is responsible for the members of the project team
  • Organize and lead team meetings on a regular basis
  • Manages recruitment and selection for new positions within the project team
  • Ensures strict application and compliance with internal regulations by the project team.

2. Expertise

  • Provides technical expertise for your project
  • Participates in the management of a technical professional sector and a community of practice, in conjunction with the technical division
  • Leads the relationship with technical authorities and local technical partners or other stakeholders

3. Implementation and monitoring

  • Ensures the implementation of the project, in collaboration with the appropriate services and in accordance with global procedures and standards
  • Ensures project data management
  • Ensures project reporting
  • Prepares and manages the project evaluation and lessons learned

5. Strategy and business development

6. Works to facilitate physical access for local and international humanitarian actors

  • Develop rapid response capacity for the rehabilitation of physical access infrastructure
  • Strengthen the capacities of humanitarian actors in civil engineering project management
  • Develop the networking and alert system on the physical state of transport infrastructure

YOUR PROFILE :

  • You hold a higher degree in civil engineering, transport economics, international solidarity project management or any other relevant field
  • You have at least experience in project management and subject to strong security constraints mandatory with a minimum of 2 years of experience in team management
  • You master at least one plan design and cartography software (ArchiCAD, AutoCAD, SketchUp, ArcGIS, QGIS, etc.)
  • You have expertise in leading rehabilitation projects for tracks/roads and crossing structures
  • You have good team management skills.
  • You are fluent in French and English both orally and in writing, in order to meet the expectations of English-speaking landlords.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

The context is volatile, and security constraints remain significant, with few exit possibilities and a 10:30 p.m. curfew. There are leisure areas (restaurants, bars), but access to the Internet and telecommunications remains complicated.

In the region, travel is mainly by UNHAS flight, but the Alindao sub-base is also served by vehicle. Travel on the Bambari – Alindao – Kongbo axis will be frequent.

  • International contract for 12 months starting ideally from 02/15/2024

  • Salary: from €2,869 gross/month depending on professional experience
  • Per diem: €706.15 net/month – paid in local currency on the ground
  • Hardship : 500 € net/mois
  • Paid leave: 25 days per year; R&R: Level 2: 5 days every 3 months
  • Post: unaccompanied
    • Coverage of transport costs, visas and transport of your personal effects
  • Accommodation: Collective supported by HI
