Project Manager I At EnCompass

Position Description

EnCompass LLC is seeking a Project Manager l. The Project Manager I will provide day-to-day management and operational direction and support across EnCompass technical projects, with a likely primary focus on long-term in-country monitoring, evaluation, and learning (MEL) contracts. As a member of the team’s Project Operations and Management (POM) Function, the Project Manager I will ensure that EnCompass delivers the highest quality of work in response to client needs and contract deliverables, within budget, contractually compliant, and on time.

Due to COVID-19, and subject to situational changes, the position is expected to be fully remote through October 31, 2021, after which EnCompass will be moving to a hybrid schedule. Must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Project Responsibilities

  • Ensure smooth day-to-day project operations using effective project management and operational processes
  • Bring good operational practices to technical teams at the EnCompass HO and in international offices
  • Liaise with EnCompass operations teams (including contracts, finance, and human resources) on behalf of project teams, as needed
  • Manage processes designed to ensure contract compliance (eg. client approvals, travel planning, budget ceilings)
  • Oversee financial aspects of the assigned projects by leading yearly projections, ensuring accurate review of monthly invoices (for accuracy and compliance with the contract provisions), monitoring monthly costs, and tracking contract expenditures against budget and total obligated funds
  • Review and determine causes for variances to the budget and ensures that the Project Lead and Corporate Officer are aware of the status of budget and contractual performance
  • Work closely with Project Leads and finance and contracts teams on preparation of budget realignments, contract modifications, and subcontract modifications
  • Support Project and Activity Leads on preparation, review, and documentation of client, partner, or participant communications
  • Manage project operations and administrative staff in planning, quality, and compliance for project-related travel and logistics
  • Build and help maintain/update internal project workplans; ensure project planning tools are fully up to date and responsive to changes in staffing or client requests
  • Contribute to data summary and project activity reports
  • Support project leadership with subcontract management
  • Support project startup and closeout for all assigned projects in coordination with Project Operations Management (POM) leadership
  • Ensure that project-related data, files, and documentation are maintained, shared, and stored according to established protocols and in compliance with contract requirements, and oversee other staff as needed on such tasks
  • Conduct quality control reviews and ensure project milestones and deadlines are met, revising activities, timing, and resources, as needed, in response to shifting client deadlines and ad hoc requests
  • Work with project staff to plan and document best practices
  • Collaborate with Talent Acquisition team to recruit project staff and consultants
  • Supervise and develop assigned staff

General Responsibilities

  • Support business development activities, as appropriate
  • Contribute to project management guidelines and standards, as appropriate
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events
  • May be involved in occasional travel upon lifting of Covid-related travel restrictions
  • Other duties as assigned

Position Requirements

Qualifications

  • Minimum of a Bachelor’s Degree and 6+ years of experience or Master’s Degree and 4+ years of experience or a PhD and 2 years of experience

Experience and Skills

  • Minimum of two years of project management experience managing projects in the international development sector supporting all administrative, operations, and financial aspects
  • Experience providing management/operational support to USG international development programs preferred
  • Experience directly supporting long term in-country contracts with international field offices desired
  • Familiarity with financial management desired
  • Experience providing management/operational guidance to monitoring, evaluation, and learning programs desired
  • Experience supervising small teams, including some knowledge of US government regulations desired
  • Excellent management, organization, communication (verbal and written) and problem-solving skills with the ability to prioritize assignments and meet required deadlines
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects and communicate results
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues both in the U.S. and in country offices
  • Flexibility in working in a dynamic environment managing ad hoc requests, and changing requirements
  • Strong attention to detail in written work, and some experience managing internal knowledge management and quality review processes
  • Ability to integrate diverse information from varied sources
  • Adept at identifying and framing problems and setting priorities
  • Commitment to providing the highest level of service to clients via numerous channels
  • Familiarity with project management software (SharePoint, UNANET), word processing, database management, spreadsheets (Excel), and web-based programs
  • Professional level proficiency in another langue (such as Arabic, French, or Spanish) is a plus
  • Ability to work in an appreciative, strengths-based environment and to guide others in using an appreciative approach
  • Strong organizational skills
