Job Context
The CAR has been facing chronic instability for more than two decades, exacerbated by a crisis that began in 2012 with violent internal conflicts and power struggles. Since 2013, the management of the Central African refugee crisis has been one of the major challenges in the Central African sub-region. In support of the territories and populations affected by these situations of forced displacement, a financing agreement between the French Development Agency (AFD) and the French Red Cross (CRF) was signed in 2019 for the implementation of the balanced and sustainable development project of Kadey and Mambéré-Kadeï, called “ I Yéké Oko ”, for an amount of 12 million euros under grant program 209 of the Minka Peace and Resilience Fund – RCA initiative. The overall objective of the Minka RCA initiative was to contribute to supporting the end of the crisis and support the construction of peace in the CAR. The specific objective of this cross-border project was to contribute to the balanced, simultaneous and sustainable development of the refugee host areas in Cameroon (Kadey) and to the stabilization of the departure areas in the CAR (Mambéré Kadeï).
Despite the positive results obtained by I Yéké Oko 1, the volatility of the situation, the challenges related to the return of refugees, as well as the emergence of new humanitarian and development needs, new and/or complementary actions are necessary to safeguard and consolidate the achievements of I Yéké Oko 1 by strengthening the capacities of institutional actors in planning, management and delivery of basic services, by perpetuating the community-based structures made operational during phase 1 and by contributing to the revitalization of productive sectors and the development of human capital in relation to the needs of the local labor market. Thus, the I YEKE OKO 2 project is designed to meet these needs and is part of the Yaoundé Declaration, aimed at improving the living conditions of displaced persons and promoting their reintegration. Like the first phase, the second phase of I YEKE OKO will focus on civic cohesion, social cohesion and economic cohesion. The emphasis is more on the localization of actions with more responsibilities entrusted to the Central African Red Cross and the Cameroonian Red Cross as members of the consortium alongside the French Red Cross (lead of the consortium), IRAM and Care International.
The project will be implemented in the Kadei region, particularly in the communes of Batouri, Ndelele, Kentzou, Ouli and Kette (for Cameroon) and in the Mambere Kadei, particularly in the communes of Basse Batouri, Haute Batouri, Ouakanga, Basse Mambéré, Basse Mboumbé and Berberati).
In the CAR, the CRF has an operational base at the sub-delegation in Berberati, and a coordination in Bangui.
Job
Under the responsibility of the Head of Sub-Delegation in Berberati, in functional liaison with the Program Coordinator, the SMPS referent at headquarters, the Project Manager is responsible for the overall management of the IYO 2 project in the Equateur Region in the CAR.

Conditions of employment
- Status type : expatriate
- Type of contract : Fixed-term contract under French law/precarious employment bonus paid at the end of the contract
- End-of-year bonus : equivalent to a 13th month pro-rated to the time of presence
- Perdiem : daily perdiem which varies depending on the country
- Leave : 5 weeks of paid leave/year and 21 days of recovery – Airfare 100% covered by the CRf for home/mission travel for 6-month leave

Degree / Level of education and experience
- A Bac + 5 level diploma (Master 1,2) in project management, political science / International Relations, Development Cooperation, Humanitarian Action, Social Sciences, or in a related field is required
- Humanitarian professional experience of at least 3 years in project/program management with an International Organization.
Required knowledge:
- Ability to work in collaboration with decentralized and decentralized State services;
- Proficiency in project cycle management with strong community involvement;
- Project management and budget monitoring skills;
- Knowledge in the field of gender and protection;
- Knowledge in the economic recovery of vulnerable communities;
- Knowledge in the agricultural field or agricultural economics
- Knowledge in mental health management and psychoeducation;
- Understanding of the context and the refugee issue;
- Excellent ability to work in synergy;
- Strong organizational and planning skills;

Valued experiences
