The Project Manager is responsible for leading and coordinating the development and implementation of the assigned project. He/she must ensure that the execution – with an inclusive approach -, carried out by the HI teams in the field, meets the objectives established internally and externally, with the aim of maintaining the quality required by HI and the desired impact with the beneficiaries and articulation with local authorities and other actors present in the territory. Among the specific activities to be implemented, the following are mentioned (non-exhaustive list):
• Lead the creation and update of project implementation and monitoring schedules, both for actions implemented directly by HI and by implementing partners or allies, and ensure accurate allocation of project resources in accordance with the assigned financial planning.
• Manage all project-related knowledge, including ensuring project documentation is up-to-date and properly stored/labeled in document libraries.
• Work with the team to develop project-related communications, as needed (Example: presentations, surveys, internal and external communication materials, etc.)
• Monitoring and compiling project results, including proactive risk and issue management.
• Support the development of project management-related practices, templates and tools across the program.
• Lead the support process required for the project from support services (human resources, finances, logistics)
• Responsibility and accountability for the overall budget of the assigned project. It includes the compilation of budget provisions and the presentation of timely and quality financial reports in accordance with internal and donor regulations.
• Direct the preparation and/or presentation of narrative update reports for the assigned project in accordance with internal and donor calendars.
The selected service provider must safeguard and maintain confidentiality all the information to which it has access in the development of its contract, guaranteeing the protection of data established by HI, the implementing partners and the donor(s). s) of the project. SPECIFIC OBJECTIVE AND TASKS
Mission 1: Operational implementation – ensure the measurable scope of the objectives established for the projects under responsibility within the framework of internal and external requirements
Responsibility 1: Ensure the implementation of the projects under responsibility, in accordance with the project proposals and assigned budgets
• Direct the intervention strategy of the projects under responsibility, defining in detail the project activities in order to achieve the defined objectives.
• Ensure operations planning, in accordance with internal and external quality and technical standards, if applicable together with project partners.
• Fill out and monitor HI’s internal project planning, monitoring and quality tool – Project Manager BOX.
Responsibility 2: Ensure that the implementation of the projects under responsibility complies with existing internal and external frameworks
• Apply and fill out the program’s project management guide linked to the Planning, Monitoring and Evaluation policy and the quality reference.
• Implement internal institutional cross-cutting policies within the projects, particularly the safeguarding framework and the institutional Age-Gender-Disability policy.
• Ensure compliance with global technical standards and norms through communication and participation of technical specialists and advisors with experience in project topics.
• Ensure compliance with the terms of the project proposal (contract) and the standards applied by the project funding body or bodies.
Responsibility 3: Technically accompany the partner in the implementation of activities in relation to psychosocial support within the framework of the project
• Support planning

Responsibility 4: Ensure project monitoring, evaluation, accountability and learning
• Monitor activities and achieve indicators based on the logical framework and propose adjustments or improvements to achieve objectives.
• Update the PM BOX at least every four months.
• Organize and lead quarterly inter-service project reviews.
• Develop and implement the project evaluation plan.
• Ensure that the project is accountable to local stakeholders.
• Guarantee learning from the projects, taking into account the lessons learned from previous similar projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.) and taking advantage of the knowledge acquired.
• Compile, develop and formalize tools and methods developed within the project framework. • Ensure the collection of case studies/life stories.
• Conduct at least one lessons learned/best practices session at the end of the project and document the results as requested in the HI M&E policy
Responsibility 5: Ensure the execution of project budgets in a planned manner, according to internal procedures and external requirements
• Spend expenses and manage specific budget lines for the project activity in accordance with the delegation received based on the program signature delegation table.
• In accordance with the template provided by finance, support monthly budget planning and monitoring for the location.
• Propose necessary budget modifications.
• Authorize and code purchase payments using the appropriate format.
• Prepare annual and donor purchasing plans based on the budget.
Responsibility 6: Ensure the logistics management of the projects, according to internal procedures and external requirements
• Prepare purchase orders based on the supply plan.
• Ensure the request for the acquisition of the required equipment and tools, respecting the logistical and administrative procedures.
• With support from the logistics team, ensure the good use and adequate storage of your teams’ tools and equipment.
• Ensure the visibility of HI and the relevant donors in all equipment, supplies, assets, vehicles and workplaces of the project according to the instructions of HI and the donor.
Responsibility 7: Ensure the management of the project in association with partners, and ensure its appropriation.
• Develop and monitor agreements with project partners.
• Organize and lead project review committees with partners and community liaisons.
• Provide support and technical advice to local partners and HI staff, within an institutional strengthening plan.
• Facilitate the steering, technical and/or operational committee of the projects as needed.
Responsibility 8: Ensure project data management
• Guarantee that projects have appropriate data collection and management instruments.
• Ensure that project-related data is collected and collated into the project database.
• Carry out periodic checks and make necessary corrections to the activities database.
• Ensure the archiving of project documents.
Responsibility 9: Coordinate the teams involved in the projects under responsibility
• Facilitate coordination meetings with your direct team and other services.
• Collaborate and coordinate with relevant internal services, especially logistics, HR, finance and technical specialists.
• Articulate as many activities as possible with other operations in the implementation territories to achieve synergy, complementarity and greater impact.
Responsibility 10: Report on the projects under responsibility, according to internal and external requirements
• Ensure that information about the project and its achievements is documented, reported, evaluated and capitalized for internal and external use.
• Prepare weekly and monthly internal reports on activities,
• Support the preparation of internal reports to authorities and donors as needed, within the necessary times.
Responsibility 11: Contribute to the external communication of the projects under responsibility
• Contribute to HI’s external influence by participating in relevant networks and spaces, defined together with the operations manager, also for the identification of opportunities as well as to ensure technical and sectoral alignments.
• Communicate about the project internally and externally (to partners, authorities, donors and other actors in the sector) according to the established needs, with the support of the communications officer.
Responsibility 12: Management of safety and occupational risks
• Stay informed of security conditions in the areas of operation, through consultations with community members (particularly the community liaison), local authorities, police and military and facilitating field analyzes by the national security advisor .
• Transmit the safety conditions and precautions that must be respected to the teams, ensuring that the instructions of HI management are respected.
• If applicable, support the development of a security plan adapted to the location, led by the security advisor.
• According to the instructions received from the human resources manager, apply the necessary measures to respect national and HI standards that aim to reduce occupational risks.
• Inform or consult in a timely manner to the security advisor, the human resources manager and the operations manager in cases of doubt, event, incident or accident, as established by HI management.
• Actively participate in the investigation of accidents and incidents.
Mission 2: Leadership & personnel management – ensuring that the personnel under your responsibility achieve their highest performance and well-being at work
Responsibilities:
• Be a leader as a role model: embody the HI values on a daily basis, in particular in accordance with the 11 Manager 2.0 competencies defined by the organization

• Address the needs of the teams under your management.
• Ensure that teams, partners and consultants know, understand, apply and respect HI institutional policies.
• Report staff misconduct/infractions to HI management and participate in disciplinary processes.
Mission 3: Strategic contribution Responsibilities:
• Contribute to the implementation of the program strategy (StratOp)
• Contribute to the definition and management of common topics of interest in the area
• Contribute to the development of project proposals relevant to the area and where HI has added value.
Main tasks:
• Participate in HI strategic, thematic and planning workshops.
• Provide input for the development of project proposals.
• Provide contributions for the definition, management and solution of common issues
Mission 4: Emergency Preparedness and Response
Responsibilities:
• Support emergency preparedness actions
• In case of emergency, reorganize your team’s priorities according to the humanitarian priority, in order to ensure a quick and efficient response by HI.
Main tasks:
• In accordance with the Emergency Response Plan defined for Colombia, implement the necessary actions in case of emergency.
• Support the implementation of the Minimum Emergency Preparedness Measures as well as other related actions.
• Contribute to updating and improving the Emergency Response Plan.
