The Project Manager works under the responsibility and functional supervision of the Geneina Field Coordinator with technical inputs from the WASH Head of Programs. The PM is also in contact with the Sudan Head of Programs and HQ technical departments.
General Assignment: They are responsible for managing the overall activities, ensuring proper implementation, supervision, monitoring, reporting and budget follow-up. The Project Manager is responsible, in coordination with the Head of WASH Programs and the Geneina Field Coordinator for managing the HR dedicated to the project. Some representation and liaison with government line bureaus and humanitarian actors will also be expected.
Project management
- Coordinates with the Heads Programs to develop and implement a response to assessed needs, in accordance with the country program strategic plan.
- Responsible for oversight of the technical aspects of the implementation and coordination of the project, with support of Sudan technical team and HQ technical support.
- Ensures that the project is implemented in a timely and professional manner, according to established objectives, goals, and indicators and in line with donor requirements and beneficiary needs.
- Develop, implement and monitor the work plan, ensuring that activities reflect the commitments TGH made to the donor and the community.
- Takes part in the Sudan Country Strategy Action Plan implementation commitments and reports on milestones
- Supports WASH teams in technical designs, development of cost estimates, technical specifications and overall documentation packaging for all WASH infrastructure and hygiene behaviour change and community engagement activities.
- Updates monitoring and planning tools, allowing to measure the progress, quality and impact of projects, to alert in case of slippage and to take corrective actions if necessary.
- Capitalizes on information related to the project in order to justify activities to donors: donation certificates, completion certificates, training certificates, payment receipts….
- Regularly assess needs and evaluate opportunities in order to adapt the response provided by TGH and anticipate new projects
- Oversees partnerships with local NGOs in the framework of the project
- Ensures that all project activities are delivered within acceptable budget thresholds.
- Supports project teams in developing spending plans and tracking these against actual spending monthly.
- Monitors Budget vs. Actual expenditure for the project monthly. Ensuring timely corrective action is taken to address any variances from planned expenditure schedule.
- Participates in Grant Management Meetings and ensure resulting actions are followed up.
- Supports implementation and monitoring of PSEA (Prevention of Sexual Exploitation and Abuse) in the project.
- Ensure program teams facilitate awareness campaigns on PSEA to affected populations and local communities, the standards of conduct expected of TGH staff and partners, and the various mechanisms for reporting abuses or concerns related to PSEA, including contact information.
Project Knowledge Creation
- Contributes to the project knowledge creation through the writing of activity sheets, design of relevant documentations, with the support of the Heads of Programs & HQ Technical Departments particularly focussed on WASH sector.
- Carries out regular analysis of the relevance of the project scheme and suggests adaptation when needed.
Logistics and administration
- Determines the Logistics (procurements; purchase, vehicles, etc.), Administrative and Financial needs related to the project (recruitments, payments, cash requests, etc.)
- Prepares technical parts of tendering documents, participates in the follow up tendering process, prepares purchase requests and gives acceptance of payment.
- Follows the expenses related to project activities and crosscheck with the administration department on a monthly basis.
- Ensures that logistical, administrative and financial procedures linked to the project implementation are established and alerts their supervisor and relevant stakeholders if gaps are observed so that corrective action may be taken.
- Follows up on all requested supplies by project team
Staff management
- Is involved in the recruitment of the project team under their management.
- Ensures that the administrative HR management of their team (daily attendance, leaves management) is well done in collaboration with the HR department.
- Conducts project staff meetings on a regular basis and ensures good communication and coordination within the project team and with relevant project stakeholders.
- Ensures that their team complies with TGH internal rules and takes disciplinary action when needed.
- Provides project staff with an up-to-date job description, performance objectives, a needs-based competency-building plan and regular performance appraisals of all staff they are supervising.
- Responsible for facilitating the competency and capacity-building of project team.
- Plans, manages and supervises the work of the team.
- Support and monitor that the conduct of TGH staff respects PSEA guidelines.
Internal coordination
- Participates in monthly internal coordination meetings and communicates regularly with the Heads of Programs and the Field Coordinator.
- Communicates regularly with Head of Programs, the WASH Head of Programs and the HQ Technical Departments on the project evolution, the technical problems faced; the potential risks and proposes solutions.
- Providing relevant communication on the project (pictures, video, success stories etc.).
- Updates and disseminates internal project monitoring tools (monitoring of activities, purchases, expenses, ToRs and mission reports, monthly reports, evaluation reports, etc.)
Representation and external coordination
- Represents TGH as required with donors, partners, local authorities (Department of Water Resources, Mayors, etc.) and stakeholders involved in the implementation of the project.
- Maintains good relationships with other UN and NGO actors.
- Ensures regular presence in project-relevant sector meetings.
Reporting and MEAL
- Writes donor narrative reports and internal reports, including monthly updates of the project.
- Responsible for gathering data and data analysis to report on contractual indicators in coordination with MEAL Manager
- Conducts, supervises and writes needs assessment reports in coordination with MEAL Manager.
Strategy/Project development
- Participates in the development of new interventions based on identified needs.
- Participates in the writing of concept note and projects proposals as requested.
- Participates in Sudan Country Strategy development.
- Identifies potential local partners (NGOs) and participates in building relationships with new partners and maintaining partnerships with existing partners.
Security
- Contributes to ensuring compliance with safety rules at project sites and transmits all information relating to safety concerns to the field coordinator.
- She/he ensures the application of security instructions on the base and by the teams deployed in the field

Profile
Educational background and experiences
- Engineering degree or equivalent in the field related to Water, Sanitation and Hygiene (WaSH) and/or training/courses specific to WaSH in humanitarian contexts with a minimum of 3 years working experience
- Experience in managing a multi-sectoral project is a plus
- Experience in conflict area / post-emergency contexts desired
Skills
- Project Management
- Applied skills on WaSH projects management (public health, engineering)
- Good knowledge of the humanitarian environment (NGOs, UN, EU…) in particular the institutional functioning in case of crisis (PRS, clusters, specialized donors, effective functioning of coordination mechanisms…)
- Knowledge of drilling, well construction, spring development
- Knowledge of emergency sanitation (latrines, showers, waste pits)
- Knowledge in emergency water treatment: coagulation / flocculation, chlorination, etc.
- Experience and interest in hygiene promotion and community mobilization
- Ability to set up and deliver training to local teams
- Knowledge in NFI/education and Shelter is a plus
- Mastery of computer tools, at least Pack Office, Internet, Outlook. Mastery of specialized software for data collection / statistical analysis (e.g. Kobo / ODK.) and GIS (e.g. Google Earth, QGIS) will be a plus
- Competent in Microsoft Office, EPANET and AutoCAD of Infrastructures (ACAD, ArchiCAD etc.)
- Excellent professional approach and strong team building skills
- Fluent English mandatory (oral and written)
- Arabic speaking would be a strong asset

Information
Country: Sudan – The position is based in Khartoum with frequent travels, as security permits, to Geneina, and to TGH bases across West Darfur.
Duration: Eight (8) months – starting ASAP, renewable based on availability of funds
Place in the org. Chart: Under the direct responsibility of the Geneina Field Coordinator with technical responsibility linked to the WASH Head of Programs.
Conditions: Salaried contract, gross monthly salary from €1’900 to €2’600 depending on experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.
