Project Manager (Public Financial Management) at Farsight Africa Group

DEPARTMENT: PUBLIC FINANCE

REPORTING TO: CHIEF OPERATING OFFICER

POSITION OVERVIEW

Farsight Africa is currently recruiting a Project Manager for its Public Financial Management department. The position is to be based in Nairobi, Kenya with regular travel to Liberia.

Farsight Africa operates across the continent and an ability/willingness to travel is essential. The successful candidate will be responsible for providing technical assistance and managing capacity building projects relating to domestic revenue mobilization and public financial management reform. The successful candidate will also contribute to Farsight Africa’s business development efforts with key donors such as the World Bank and the EU. Experience with the World Bank will be considered a strong asset.

Experience Profile

Education:

A Master’s degree in a relevant discipline (economics, political science, international development, international relations, etc.) or equivalent experience.

Minimum Experience:

  • Minimum of 5 years of progressive responsible experience in project management and direction, administration and financial management in a team environment (experience managing World Bank-funded projects is considered an asset)
  • Technical expertise in one or more of the following areas;

o gender budgeting/program-based budgeting

o budget formulation, including medium-term fiscal and expenditure frameworks

o domestic revenue mobilization

o extractive sector governance

  • Experience managing and directing new or existing international development projects, including:

o supervising and coordinating inputs and efforts from field and HQ team members

o performing quality control on all deliverables

o engaging in recruitment of project staff

o “hands-on” rigorous management of budgets, contracts and schedules

o maintaining clear communication lines between HQ, the field and clients

o identifying PFM gaps and formulating new project concepts

o variance reporting and analysis

o risk management

  • Overseas experience in developing countries
  • Conversant with public finance management legislation and international best practice
  • Experience with international donor reporting requirements (GAC, DFID, World Bank, etc.)

Personal Attributes

  • Ability to work in English is required. Other languages are an additional benefit, in particular French
  • Excellent writing skills (reports, work plans, proposals)
  • Demonstrable financial management skills· Strong managerial and organizational skills;
  • Strong interpersonal and communication skills
