Project Manager Rehabilitation/Cash For Work, DRC At HEKS/EPER

EPER’s work is driven by the vision of a just world in which peace reigns and the dignity of all human beings and natural livelihoods are respected. The organisation pursues this objective within the framework of the 2030 Agenda through four priority themes: “climate justice”, “right to land and food”, “asylum and migration”, “inclusion”. EPER also provides humanitarian aid to victims of natural disasters and armed conflicts. It aims for a transition at the social, economic and political levels. EPER helps to improve the living conditions of people in Switzerland and abroad and claims their rights. To this end, it raises awareness and mobilises society, the political and economic spheres as well as the Churches.

In the DRC, where it has long been active through development programs, EPER also opened a humanitarian aid mission in February 2019. Since then, it has focused its humanitarian interventions in hard-to-reach areas of several territories in North Kivu (Rutshuru, Masisi, Walikale and Lubero) and South Kivu, where it has a permanent presence and directly carries out, with its own teams, Rapid Response activities (in particular through the distribution of unconditional cash), Humanitarian Monitoring (monitoring population movements), Water/Hygiene/Sanitation, Rehabilitation/Opening of humanitarian access via Cash for Work, and Agricultural Recovery.

Project Manager Rehabilitation/Cash For Work, DRC

Your main responsibilities:

Main responsibilities and fields of action

  • Programs: He/She ensures the proper implementation and monitoring of the CFW program(s) under his/her responsibility. The Cash For Work (CFW)/Rehab program consists of the opening and rehabilitation of humanitarian axes via the HIMO (High Intensity of Labor) method with the community and the rehabilitation and construction of civil engineering structures (Bridges, Underpasses, etc.)
  • Human Resources: He/She supervises the Cash For Work/Rehab team (employees and possible day laborers)
  • Logistics and administration: He/she ensures the logistical and administrative monitoring of the project(s) under his/her responsibility.
  • Representation: He/She represents the NGO with partners, authorities and local stakeholders involved in the implementation of CFW and rehabilitation programs.
  • Security: He/she contributes to compliance with security rules on the base and transmits all security information to his/her hierarchical manager.
  • Strategy: He/She contributes to the development of new interventions based on identified needs
  • Training: He/She ensures that the CFW Field Technical Manager is trained to be able to supervise activities

Monitoring the implementation of projects

  • Prepare the work plan and schedule for the implementation of CFW programs;
  • Ensure the implementation of CFW programs, with stakeholders on the ground, ensuring that quality and standards are taken into account and respected throughout the implementation of the project;
  • Ensure the monitoring and continuous evaluation of activities;
  • Participate in coordination meetings with the entire Project team;
  • Check budget consumption and achievement of concrete objectives at least once a month per action plan;
  • Ensure that CFW activities are delivered on time, meet objectives and stay within budget, using M&E procedures to achieve desired impacts;
  • Support the supervisor in resolving unforeseen obstacles that may arise during project implementation;
  • In coordination with logistics and administrative services, ensure compliance with procedures.

Human Resource Management

  • Recruit and supervise CFW teams;
  • Train and develop technical skills of the program team (identify training needs for example);
  • Suggest necessary and relevant adaptations to the organization chart.

Data managment

  • Ensure data compilation in the database;
  • Ensure the quality of data entry and processing;
  • Ensure the classification and archiving of data relating to the implementation of the project.

Representation and external coordination

  • Coordinate stakeholders on site (local and traditional authorities, community leaders, humanitarian actors in the area);
  • Ensure external coordination and operational management of partnerships.

Reports

  • Manage the PM Box (with indicator monitoring, budget, etc.) for the CFW project(s) and consolidate the information provided by the teams;
  • Participate in the writing of the monthly SITREP for the CFW project;
  • Provide regular reports on project activities to the Field Coordinator and Operations Coordinator;
  • Participate in donor reports and proposal preparation.

Analysis and strategy

  • Analyze the project’s strengths and weaknesses through team impact surveys and monitoring surveys;
  • Develop the strategy for the continuation of activities.

Your strengths and skills:

  • University / HES or similar training
  • At least 3 years of experience in a similar management position
  • Experience in emergency situations and tense security contexts
  • Experience in logistics appreciated
  • Good knowledge of the Office Pack (Word and Excel in particular)
  • Knowledge of Kobo is an advantage
  • Knowledge of major humanitarian donors, specifically USAID-BHA, ECHO and the United Nations
  • Excellent organizational and planning skills, and respect for deadlines
  • Strong analytical and proposal skills
  • Rigor, reliability, seriousness and pragmatism
  • Very good team management and communication skills, sense of diplomacy and negotiation, listening skills
  • Excellent teaching and team building skills
  • Very good ability to work under stress in general and in emergency situations in particular (resistance)
  • Ability to work with different partners with open-mindedness and appropriate communication
