JOB CONTEXT :
HI’s strategy in Iraq includes 3 main components:
• Long-term development projects: support to civil society, access to services, awareness campaigns,;
• Emergency response for Internally Displaced Persons and vulnerable host communities (provision of physical rehabilitation and psychosocial and psychological support services, support to local structure, trauma response, inclusion, protection assessments);
• Mine Action: risk education, victim assistance, survey and clearance of contaminated areas.
The current operations are implemented through direct intervention in Ninewa, Suleymania, Kirkuk, Anbar, Diyala and Baghdad Governorates. HI currently has a country coordination office in Erbil, four field offices in Mosul with a sub office in Sinuni, Kirkuk with sub office in Kalar, in Baghdad and in Sulemania.
The Ninewa response grew significantly in 2017, evolving in a very complex and challenging context. Mosul city faced heavy destruction and Over 1.6 million people remain internally displaced in Iraq, 287,856 of which are in Ninewa governorate, with over 1,677,912 returnees.
HI works in camps with mobile teams and in health centers to implement emergency physical rehabilitation activities, psychosocial and psychological support, and inclusion and risk education activities. HI is also delivering an early recovery project in schools, focused on building community-based RE and PSS structures.
The position provides an exciting opportunity to manage a comprehensive multi sector response at a key moment as the humanitarian response focuses on recovery and reconstruction. Moreover, due COVID pandemic and impact on vulnerable population, HI started to implement COVID response activities.
To carry out this project, HI is looking for a Project Manager for 6 months.
YOUR MISSION:
The Risk education Project Manager in Ninewa will be responsible for implementation and monitoring of a multi-sectorial projects that includes Risk Education sessions reaching at risk populations. Projects are a continuation of the activities that began as the emergency response following conflict in Mosul. This is taking place in a country that was already one of the most contaminated in the world due to 40 years of internal and external conflicts. These explosive hazards not only directly threaten civilians with death and injury, but also present a challenge to the safe return of IDPs, to humanitarian response and recovery efforts, and to long term stabilisation efforts.
Since 2016 HI provides risk education sessions in Ninewa. Different types of sessions are performed in the areas of Mosul center, Sinjar and Telafar. HI wishes as well to improve and continue to work with the communities by strengthening the link with the community focal point so that they themselves can deliver messages to their communities. Furthermore, this role will support the community safety committees with Ninewa Governorate which focus on a sustainable approach to reduce the negative impact posed by explosive ordnance including IEDs by reinforcing the local capacity and empowering the community to face the risks and the consequences of the risks posed by such weapons. Lastly, given the current COVID-19 pandemic this role also requires the regular adaptation of activities.
Under the direct responsibility of the Area Manager Ninewa and in close link with the Deputy Operations Coordinator, the Operations Coordinator and the Technical Unit, your main responsibilities will be:
• implementation and monitoring of the project activities under direct responsibility
• Human Resources Management
• Financial, administrative and logistical management
• Reporting
• Representation and external coordination
• Participation in the development of new projects
YOUR PROFILE :
· You hold a Bachelor degree in International Relations, Humanitarian Project Management, Health Care Management, Health Economics or any other relevant subject. A Master’s degree in any of these fields is a strong asset.
· You have at least 4 years of professional experience in humanitarian / emergency contexts, including a minimum of 2 years in project management
· You have previous experience working in insecure and hardship environments
· You have proven managerial and representation experience
· Previous coordination experience with healthcare facilities, local authorities, INGOs and clusters is a strong asset
· Previous experience in Iraq or in another Middle Eastern country is a strong asset
· Experience in projects with rehabilitation care, and/or psychosocial support , and/or Risk Education is a strong asset
· English is mandatory. Arabic is an asset
· You demonstrate good interpersonal and intercultural skills.
· You show good writing and reporting skills
CHARACTERISTICS OF THE POSITION :
· Security: Insecurity in Ninewa mainly due to criminal activity, presence of multiple armed groups and access restrictions.
· Isolation: restricted movements, movements on foot very limited and curfew for expats is in place at 10pm, limited amount of places are pre-validated (other INGOs Guest houses, few restaurants), weekends can be spent in Erbil all the three Weeks.
· Travel: Trips to program activities allowed prior security approval by security manager. Phone and GPS tracking procedures in place for all the movements.
· Living conditions: Individual room in relatively safe guest house. Limited access to shops close to the Guest house

o Medical coverage with 50% of employee contribution **
o Repatriation insurance paid by HI**
• Salary from 2448 € gross/month upon experience
• Perdiem : 488 € net/month – paid in the field
• Hardship : 500 € net/month paid with your salary (in Mosul)
• Paid leaves : 25 days per year;
• R&R : Level 2: 5 days every 3 months + possible transport/package support.
• Position: unaccompanied
· Housing : Collective taken in charge by HI**
