Project Manager – Stabilisation Programme (m/f/d) At GOPA Infra

The Syria Recovery Trust Fund (SRTF) was established for the financing of reconstruction activities to rebuild the country and alleviate the suffering of the Syrian people as a result of the on-going conflict. The SRTF was created to provide the international community with a vehicle to offer financial support to the National Coalition for responding to the needs of the Syrian people.

The Management Unit (MU) was established to manage the Fund and its allocations to projects addressing reconstruction, recovery, and stabilization to alleviate the suffering of the Syrian people.

Governing bodies of SRTF are the

  • Steering Board (SB), with frequent meetings two times a year,
  • Management Committee (MC), meeting every three months,
  • Director General of SRTF (DG).

Key responsibilities:

  • Follow up closely on the implementation of stabilisation interventions and contribute to implementation needs as required by the implementing entities and authorised by the SPSH;
  • Monitor the delivery of approved projects at various stages incl. design, technical review, contract agreements, procurement actions, implementation activities, and reporting;
  • Monitor the submission of information, reports, and data on projects, and ensure accuracy of the submitted reports;
  • Verify the accuracy of invoices for supply/service contractors and prepare payment forms and supporting documents for review and approval by the SPSH;
  • Contribute to the preparation of project budgets, cash flow needs, procurement and logistical needs, and make it available to the SPSH for review and approval;
  • Coordinate with the Procurement Section and contribute to market surveys and periodic updates to the list of vendors;
  • Support in the preparation of procurement requests, technical specifications, and technical evaluation of bids;
  • Collaborate with the Compliance Section to facilitate vetting of project personnel, suppliers, and implementing entities;
  • Contribute to SRTF’s newsletter and progress reports with updates on the progress of stabilization interventions, and provide other updates and reports as requested by the SPSH/COO/DG;
  • Attend M&E planning meetings and provide necessary information to facilitate M&E visits to projects within his portfolio, and follow up on any issues raised by the M&E team to resolve such issues;
  • Collaborate with the field manager to review beneficiaries’ lists for direct implementation projects and verify the accuracy of information on these lists;
  • Coordinate with the field manager and field coordination officers (FCOs) to ensure delivery of stabilisation interventions in a timely and cost-effective manner, under guidance of the SPSH;
  • In coordination with the SPSH, attend meetings and liaison with potential partners or service providers (e.g. NGOs) and provide support on planning of new interventions;
  • Provide timely updates to the SPSH/COO/DG when requested, and pro-actively recommend necessary actions on project-related issues;
  • Support and contribute to any assignments related to the Stabilisation Programme as delegated to him by the SPSH/COO/DG;
  • Upon request by the SPSH, review project proposals submitted by suppliers and implementing entities and coordinate with submitting entities for necessary modifications and required information;
  • Follow up on complaints received from the field and respond to those complaints in a proper manner.

Qualifications:

  • Bachelor’s degree in medicine, pharmacy, dentistry, or any other fields related to the health sector;
  • Minimum (8) eight years working experience in project management in the NGO sector incl. a proven personnel management record;
  • Experience in project implementation through local implementing partners is a strong asset;
  • Proven experience in drafting proposals and reports (writing sample may be required);
  • Ability to work under tight deadlines and with minimal support;
  • Well organised and able to prioritize under stressful situations and tight deadlines;
  • Excellent oral and written English language skills; Arabic language proficiency is an asset;
  • Excellent command of MS Office and other computer programmes;
  • Excellent communication and team working skills;
  • Ability to travel within the region.
