Project Summary:

NEA/AC Supporting Civil Society in Syria project aims to strengthen the capacity of Syrian CSOs and the institution of Syrian civil society as a whole to serve Syrian citizens; support CSOs to advance peaceful coexistence; and support CSOs to hold local authorities accountable. The project activities to be supported through this funding opportunity will broadly aim to advance peaceful coexistence and strengthen accountability in targeted communities while enhancing the capacity of CSOs to serve and represent all Syrians.

Responsibilities

Creative seeks a Project Manager to provide field-based management of and support to the US Department of State Bureau of Near Eastern Affairs Supporting Civil Society in Syria project.

The Project Manager will be responsible for guiding activities through work plans from concept to closure, working with and through multiple teams and ensuring continued coordination and collaboration between HQ and the field. The Project Manager drafts relevant programmatic documents and reports; coordinates operational, research, and logistical support to project staff and consultants.

Reporting & Supervision:

The Project Manager reports to the Team Lead and supervises the two project coordinators.

Expected Outcomes:

  • Support project teams in all facets of project ramp-up, project implementation, and project close-down, to ensure program implementation success and compliance in line with NEA and Creative’s administrative, financial, procurement, and operational procedures;
  • Support project strategy throughout programming and play key role in project implementation from concept to closure; work- with multiple HQ and field teams.
  • Brings project and financial management skills to field implementation and continues to develop depth of knowledge on NEA and Creative’s policies and procedures;
  • Enhance HQ-field coordination/communication for improved project management; and
  • Contribute to proposal development and business development efforts.

Program Management

  • Regularly review program management processes and develop improvements to the standard operating procedures to ensure effectiveness;
  • Support further development and content management of any project management database the project might develop;
  • Ensure all necessary information is being captured and tracked as required by the Cooperative Agreement;
  • Ensure that project deliverables are submitted to donor on time;
  • Develop and maintain strong working relationships with a range of international and local partners;
  • Liaise with donor representatives as needed, and respond to donor requests for program information;
  • Support development of cost and no-cost extension budgets, and budget realignments as necessary;
  • Facilitate regular program trainings to help improve staff capacity; and
  • Collaborate with the Creative HQ project staff on programmatic tracking and payment issues as needed.

Activity Management

  • Support program wide budget and program activity management, including tracking activity development, implementation and disbursements;
  • Overall responsibility for donor-funded activity sheet development, including working with program staff, beneficiaries, and key stakeholders to develop activity sheets, and submitting activity sheets to client agency for approval;
  • Supervise the implementation of approved activities, monitor timelines, track budgets, support subcontract development, resolve issues, and ensure the timely completion and closure of activities (in coordination with Operations, Implementation, M&E, and Finance); and
  • Manage rolling activity closeout per schedule agreed with the client agency;

Qualifications

  • A minimum of five (5) years of work experience in development work or international project management.
  • Technical experience in CSO capacity building, CSO coalition support, or other relevant areas;
  • Experience implementing CSO support activities in a complex and challenging operational setting, preferably in a fragile or transitional state environment.
  • Experience living in conflict or other high-stress locations and remote project management;
  • Experience supervising the work of junior staff members;
  • Experience in an international development donor funded setting and interacting with client representatives and other project stakeholders;
  • Experience in writing reports; developing and monitoring project budgets;
  • Experience in procuring goods and services and working with consultants and vendors;
  • Strong writing and editing skills; excellent communication, organizational, and analytical skills;
  • Ability to multi-task under tight deadlines;
  • Comprehensive knowledge of Microsoft programs (Excel, PowerPoint, MS project, etc.;
  • Professional proficiency in Arabic and English (written and spoken);

Desired Skills & Qualifications:

  • Previous professional experience in the Middle East, Preferably Syria.
