Description:

WeWorld-GVC, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in 29 countries with 128 projects, WeWorld-GVC operates in the following areas of assistance: human rights (gender equality, prevention and combating violence against children and women, migration), humanitarian aid (prevention, emergency relief and rehabilitation), food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering. WeWorld-GVC works mostly with girls, boys, women and youth, actors of change in every community for a fairer and more inclusive world. Supports people overcoming emergencies and guarantees a life with dignity, opportunities and a better future through human and economic development programs, in the framework of the 2030 Agenda. Working context:

WeWorld-GVC has been operating in Tunisia since 2012 through the implementation of the following intervention sectors:

  • Socio-economic and rural development
  • Human rights
  • Good local governance and community driven development
  • Prevention of violent extremism (PVE)
  • Mainstreaming sectors: Strengthening civil society & Gender equity

Currently, WeWorld-GVC is implementing three main projects:

  1. CROLET: 3-years project from Nov. 2020 funded by the Italian Interior Ministry (1,666,666 EUR) “Creation of work opportunities through the support to the local economies in the Governorates of Sidi Bouzid and Kebili”. Consortium led by WeWorld-GVC with 2 INGOs and 2 local NGOs.

The main objectives of the project are:

  • Create job opportunities for the local youth by strengthening local resources
  • Strengthen the ability of local authorities to provide social services, with specific focus to unaccompanied minors
  • PRO AGRO: 3-years project from Nov. 2019 funded by the Italian Cooperation – AICS (2 M EUR), Consortium led by ICU “Developing sustainable agri-food microenterprises and creating new employment opportunities in the most disadvantaged areas of Tunisia”.

The three main goals are the following:

  • Strengthen microenterprises by providing technical and managerial training, and supporting their access to credit
  • Training young people to provide technical assistance to local producers
  • Increase business opportunities between Italian and Tunisian enterprises. In the frame of this program, the role of WeWorld-GVC is mainly regarding to the gender component
  • TURBO II: 1-year project from Nov. 2020 funded by the Autonomous Province of Bolzano (56,000 EUR).

The main goals are:

  • Capacity building: strengthen the competences of local partners and local actors in promoting the role of women and youth as local entrepreneurs
  • Support businesses run by cooperatives of women, and foster the development of start ups based on ESS 3) Support the recognition of the socio-economic role of women in the framework of a sustainable and inclusive economy

Job description:

WeWorld-GVC is recruiting a Project Manager who works under the direct responsibility of the Program Coordinator. She/he works in coordination with the Protection & Gender Coordinator, the Administrative & Finance Coordinator, the Logistics Coordinator and the Field Coordinator and MEAL officer based in Sidi Bouzid in addition to the local & international partners.

The Project Manager will manage two field supervisors (1 in Sidi Bouzid & 1 in Kebili) and will be in charge of implementing and achieving the objectives defined in the CROLET & PRO AGRO projects, as priority.

Main tasks and responsibilities

Context, Diagnosis and project design

  • Participate in the context analysis and produce report
  • Participate in the preparation and implementation of diagnostics (assessments, surveys)
  • Participate in the design and the financial dimension of the human and logistical programs to implement
  • Prepare the appendixes and technical chapters (of logical framework) of operation proposals and amendment needed

Implementation and operational monitoring

  • Develop and manage work plans for field activities – regularly updating work plans and objectives to meet changing needs and gaps
  • Coordinate regular project and team meetings and debriefs to set targets, review progress, coordinate teams and draw lessons for successful implementation of project activities
  • Oversee the technical design and implementation of the projects
  • Support regular monitoring and evaluation against project indicators by establishing and overseeing a functional MEAL system for the projects
  • Ensure continuous project monitoring, periodic evaluations and adjustment of project activities where necessary in close coordination with partner organization
  • Ensure the achievement of results of the programs (s)he is responsible for within the timeframe
  • Consult with Program Coordinator to determine budget and timelines for activities. Contribute to budget forecast of the projects under his/her responsibility under the technical supervision of the Program coordinator and the Administrative and Finance Coordinator
  • Contribute to the design of the Procurement plan for each project under his responsibility under the technical supervision of the Logistics Management
  • Provide support and advice to the logistics base for the purchase of materials specific to activities
  • Be the operational focal point for the local partner’s activities in its area of intervention

Reporting / communication / representation

  • Take part and represent WeWorld-GVC in Consortium meetings and any other relevant external meetings
  • Coordinate with relevant local partners and local / national authorities involved in the project implementation
  • Liaise with authorities at the beginning of assessments & intervention
  • Provide a monthly report to the Program Coordinator – detailing activity updates, work plan updates, resources needed, and other key information
  • Contribute to the donor reporting including monthly reports; intermediary report, final report etc..

Capitalization

  • Organize and supervise the daily capitalization, as well as hard and soft archiving on the SharePoint
  • Project closure and lessons learned

Strategy

  • Support in the development of a Mission Program Strategy and project designs along with the programme teams
  • Cooperate with Program Coordinator and headquarter in the identification, design, formulation of new projects and programs and draft concept notes
  • Develops strategic partnership with key project stakeholders and develops and manages MOUs as arise from partnerships

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • University Degree (Bsc) in Project Management; International Cooperation and any other relevant field
  • A good understanding of the realities of development issues, donor institutions and not for profit sector
  • Good understanding of the North Africa context, migratory flows, Protection, Gender
  • Experience and expertise in developing relationships with institutional donors, local authorities and civil society organisations
  • Fluent in French & English essential

Professional experience

  • 2 to 3 years at least experience working with INGOs / NGOs**

DESIDERABLE REQUIREMENTS
