Handicap International that runs its program under the operating name Humanity & Inclusion (HI) seeks for the Project Officer is based in Mae Sot.

PROJECT HISTORY

Handicap International, now operating under the name Humanity & Inclusion (HI), is a non-profit independent and impartial aid organization working in situations of poverty, exclusion, conflict and disaster. HI works in emergency, post-emergency reconstruction or rehabilitation, chronic crises and development settings.

HI works alongside persons with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women and men with disabilities.

Since its creation in 1982, HI has gone on to work in around 60 countries worldwide, for the benefit of several million people.

In Thailand, HI started working in 1984 and currently implements activities for Burmese refugees along the Thailand-Myanmar border under three thematic areas: Rehabilitation, Disability Social Inclusion (DSI) and Explosive Ordnance Risk Education (EORE).

WORKING ENVIRONMENT

HI Thailand has three main pillars of intervention within the Myanmar/Thailand Program:

  • Armed Violence Reduction (AVR) including Explosive Ordnance/Mine Risk Education,
  • Inclusion of persons with disabilities with Disability Social Inclusion (DSI), with a MHPSS component,
  • Health with project covering physical and functional rehabilitation.

JOB DESCRIPTION

Responsibilities

Responsibility 1: Plan, monitor, implement activities and ensure care quality

Aim: Ensure the activities are implemented on time with the clinical quality of services

Activities:

  • Ensure implementation according to the project proposal and activities planning and carry out all necessary tasks to accomplish the project aims.
  • Manage, plan, control, monitor and evaluate project progress (and report this).
  • Monitor camp-based staff capacity and activities to ensure the quality of training and activities
  • Assure that camp-based staff know how procedures in the organisation work and how to use them
  • Co-ordinate closely with the Rehabilitation Project Officer working in the same area.

Responsibility 2: Empower, build capacity and coach camp-based staff and other CBO/CSOs on Inclusion activities.

Aim: Build capacity of camp-based staff to be able to provide the quality of community services.**

  • Feel responsible for activities within the responsibility area; staff; good material and psychological conditions of work
  • Train other groups at demand such as CBO/CSO, other NGOs staff
  • Feel responsible of smooth and effective collaboration / cross information with HI Rehabilitation
  • Permanently analyse and evaluate activities developed and provide feed-back and improvement proposals to Project Manager.
  • Stimulate good team spirit, team work and fellowship and promote actively what is required

Responsibility 3: Ensure communication, networking and coordination at field level for DSI activities.

Aim: Under the supervision of his/her line manager, ensure implementation of good practices and good communication.**

  • Obtain permission from local authorities for persons and materials to enter the camp when required
  • Keep the Disability and Social Inclusion Manager informed about relevant local procedures
  • Manage, maintain and administer the project resources efficiently and carefully
  • Plan, budget, monitor and report expenses linked with the activities
  • Work in close collaboration with the HI Logistic department in order to work efficiently
  • Be responsible of supplies/ material/ equipment needed and send the needed requests to logistics for implementation
  • Follow up on logistic implementation
  • Report Monthly; participate in meetings, takeover of other’s responsibilities and authorities as delegated.
  • Network with target groups such as people with disabilities, area committee, other agencies staff etc.
  • Participate to public relations, promote (and explain) the profile of HI and the local HI programs to relevant parties such as Thai authorities, local Thai NGO’s, partner organisations, etc.
  • Advocacy and sensitisation on disability issues with relevant actors, for the inclusion and mainstreaming of people with disabilities and their family members
  • To do all needed for good implementation of the project in co-operation with and under authority of the Disability and Social Inclusion Manager, within the limits of relevant project proposal, HI policies and procedures, project budget (lines), existing general agreements and the job description
  • Make decisions, inform the Disability and Social Inclusion Manager. In substantial matters Disability and Social Inclusion and/or Head of Mission/BBP Manager should be consulted first
  • The Disability and Social Inclusion Manager has to be informed about changes in the division of tasks and responsibilities within the community team and budget approved.

  1. In case of any vacancy or specific temporary absence within the Disability and Social Inclusion team, the project officer will be requested on a temporary basis to ensure continuity of activities of the vacant person.
  2. Assist PM to support other project officers as needed
  3. Edit translation documents/IEC tools

  4. To be an Interpreter when donors and guests visited the camp

Qualification Required:

Education: At least Bachelor degree in community development, Social Work, or related subjects from a recognized University

Experiences:

· Minimum 2-year experience with NGOs or grassroots organizations implementing activities.

· Practical experience in working with vulnerable groups and local authorities.

· Good Experience in training/ capacity building.

Technical Skills & Cross Cutting Skills:

· Good skills in on-the-job training to filed workers/community workers.

· Good skills on counselling, advocacy or lobbing.

· Experience in facilitating and implementing awareness raising campaigns/events.

· Experience of working with Self Help Groups.

· Experience in coordinating with stakeholders.

Language skills: Fluent in English and Thai, Expert in Karen language.

Behavioral Skills:

· Positive thinking/open mind to learn the new things.

· Flexibly

· Communication

· High commitment/belief of the philosophy on the community development and work with the grassroots people.

JOB CONDITIONS:

Local work contract, fixed duration contract (potential to be extended)
