Project Officer At Save the Children

ROLE PURPOSE

The Program Officer in Early Childhood Care and Development (ECCD) is accountable in making sense of the learning issues affecting children using the common approaches of Save the Children and the quality learning framework (QLF). S/he is responsible in conducting child rights situational analysis as basis in designing practical, innovative ECCD program which are context-responsive, inclusive, gender-transformative, empowering and resilient-building.

The Program Officer in ECCD is responsible in pursuing practical and quality thematic integration when relevant and essential to effect significant impact to children’s learning. S/he is responsible in integrating ECCD strategies and activities with sponsorship operations to effect positive child experience in sponsorship program.

The post holder is expected to produce resource packages which are distinctively Save the Children Philippines (Tatak Save the Children) in coordination and guidance with Technical Advisors; ensures results-based implementation, monitoring, evaluation and documentation of evidence and lessons generated and shared to various stakeholders (academe, children, parents, local and national government agencies, SCP staff). S/he leads in facilitating research and learning forum to foster collaboration with other key actors in Sponsorship program impact areas.

QUALIFICATIONS AND EXPERIENCE

* At least 3 years’ experience in designing and implementing education/ECCD program.
* Background in engaging policy decision makers in child rights issues.
* College degree in early education is preferred
* Extensive experience in conducting researches in education
* Effective communication and facilitation skills demonstrated by skills and knowledge in using various tools in simplifying concepts and frameworks in communicating with a wide range of audiences related to the program including children.
* Critical thinking which is demonstrated by the ability to resolve program issues and integrate programs.
* Experience in engaging duty bearers and facilitating child participation, use of child rights approaches, gender equality and inclusion principles in development and humanitarian settings.
* Resilience to stress, can tolerate working under ambiguous circumstances), high flexibility to abrupt changes and can multitask.
* Strong sense of urgency and work ethics particularly in timeliness (organizing and prioritizing) and quality in programming.
* Understands and believes in Save the Children’s mission and vision; commits to its objectives and willing to adopt Save the Children’s methodology and framework.
