- Act as the focal person in supervising, coordinating, and implementing the Disaster Preparedness activities with the municipal LGU and community partners.
- Prepare and monitor work plan, regular reports, situational reports and submit to HEAD OF PROJECT for consolidation.
- Organize and/or participate in seminars and conferences activities relevant to the project.
- Serve as field-based main Disaster Preparedness focal point in implementing major components/sectoral activities in the project.
Key activities in your role will include
Objective 1: In coordination with the Head of Project plan and implement the activities.
- With the Head of Project, develop a workplan to ensure the efficient, quality and timely implementation of activities
- Regularly review the planning of activities with HEAD OF PROJECT through weekly planning meetings.
- Manage assigned project budget for activities based on agreed workplan with the HEAD OF PROJECT
- Manage the project team to ensure that implementation plans are followed, and changes are discussed and agreed with the HEAD OF PROJECT.
- Provide inputs for the monthly financial forecast for budget lines to the Head of Project for consolidation.
- Coordinate the activities with the logistics, HR and finance staff to ensure that human, financial and logistic resources are efficiently planned and used.
- Provide regular reports (as defined) to the HEAD OF PROJECT to update them on the advancement of activities and make them aware of any key challenges and support needed.
- Provide Technical guidance as appropriate and needed to the FA and project in general in coordination with the technical coordinators
Objective 2: Representation of Action Against Hunger with external stakeholders
- Represent Action Against Hunger with LGUs in project areas in the absence of the HEAD OF PROJECT or HEAD OF BASE
- Represent the project and Action Against Hunger in project related consortium activities together with the Head of Project/HEAD OF BASE
- Coordinate with other Heads of Projects and humanitarian actors in the area to ensure complementarity and synergies and efficient planning and use of resources.
- Ensure project activities are coordinated with relevant agencies and stakeholders in the sectors where Action Against Hunger is working.
- Support the establishment of necessary MoUs/MoAs with partners in consultation and agreement with the Head of Project, Head of Base and Country Director.
Objective 3: Monitoring and Reporting
- Support the Head of Project to follow up and update the MEAL plan for the project which addresses the internal and external reporting requirements.
- Based on the agreed MEAL plan, provide regular inputs to the Head of Project to ensure the accurate reporting on indicators.
- Provide narrative input for narrative and LFW reports to the Head of Project.
- Ensure proper and timely archiving of sources of verification.
Objective 4: Manage safety and security of project staff in Cotabato in coordination with the Head of Base and Security Focal
- Work with the Head of Base and Security Focal to plan project staff movements.
- Ensure that project staff follow and respect security rules and SOPs during activities in the field.
- Report any relevant context changes and security incidents to the Head of Base and Security Focal.
Do you meet the profile required criteria?
- University graduate
- Technical knowledge:
- Demonstrated excellent knowledge and experience in Project Cycle Management and budget management.
- Previous exposure and experience in assessment, monitoring, or after action reviews of projects during emergency responses
- Previous experience in implementing and managing multi-sectorial projects.
- Experience in formulating and developing DRR Plans; experience in implementation of Rapid Response Mechanism and Anticipatory Action.
- Knowledge/Experience in food security, livelihood resilience and nature-based solutions/activities
- Knowledge and experience in WASH
- Knowledge in partnerships development and alliances is desirable.
- Risk mitigation experience.
- At least three (3) years’ relevant experience
- Humanitarian sector knowledge:
- Experience in working with conflict, Disaster, and climate crisis affected population and communities in the Philippines.
- Experience in working with consortium partners.
- Experience in working on multi-sectorial programs and projects.
- Familiarity with donor related activities, i.e. donor visits
- Excellent English and Filipino language. Proficient in the local dialect (Maguindanaon) is an advantage.
- IT system: Good knowledge of Office package
- Valuable prior experience in issues related to the promotion of gender equality and child rights or personal commitment to gender equality and child rights.
