Context:

The International Organization for Migration (IOM) presence in Azerbaijan dates back to 1996. IOM has been implementing a variety of projects in line with its mission to assist the Government of Azerbaijan in meeting the operational challenges of migration, advance understanding of migration issues, encourage social and economic development, and uphold the human dignity and well-being of migrants.

Specifically, IOM has been assisting the Government of Azerbaijan and civil society organizations to strengthen Azerbaijan’s effectiveness in preventing and combating trafficking in human beings and forced labour through i) technical assistance to the government to effectively reform and implement the national anti-trafficking law in line with international standards, ii) capacity building of government and non-government stakeholders, and iii) direct service provision to Victims of Trafficking (VoTs) and potential VoTs.

IOM aims to support the Government and civil society organizations in combating human trafficking and consequently transnational organized crime by applying a comprehensive, holistic and multidisciplinary approach through the implementation of multiple counter trafficking projects at the central and local level throughout the country.

Under the direct supervision of the Chief of Mission (CoM), in close coordination with Regional Migrants Specialist based at the Regional Office (RO) in Vienna and Senior Project Assistant in IOM Azerbaijan, the Project Officer (Counter Trafficking) will assist the CoM with all aspects of Counter Trafficking Portfolio and be responsible for the implementation, monitoring and effective coordination of the Counter-Trafficking project and activities.

Core Functions / Responsibilities:

  1. Supervise and contribute to the implementation of effective Counter Trafficking project activities, monitor and track the budgetary, administrative and technical aspects of projects to check adherence to IOM’s policies, practices and global standards on counter-trafficking as well as relevant donor requirements.
  2. Coordinate monitoring and evaluation of project activities including maintenance of relevant data on the project, tracking project indicators.
  3. Compile interim and final project narrative reports to the donor in accordance with IOM procedure and donor requirements in coordination with COM and other relevant parties. Draft general or specific information on project activities as required by donor, IOM offices or external parties.
  4. Monitor implementation of daily project activities including the preparation and/or processing of administrative requests in line with agreed project documents, timelines, indicators, results and other project requirements.
  5. Identify constraints and obstacles to the implementation of project, propose solutions, and/or consult the CoM in a timely manner.
  6. Coordinate the organization of trainings, capacity building sessions, workshops for government stakeholders and partners on Counter-Trafficking in close coordination with donor and relevant units at the Country Office (CO), Regional Office (RO) and Headquarters (HQ).
  7. Facilitate the timely recruitment of international/national consultants and/or experts required for the implementation of the projects, in accordance with IOM’s procedures and regulations.
  8. Facilitate adequate information management of project activities including awareness-raising, regular updates, press releases and production of other relevant communication and visibility materials.
  9. Contribute to development and drafting of new concept notes, project proposals including conducting research, selecting, and summarizing background information on counter trafficking, migrants’ protection and reintegration.
  10. Assist the CoM in building, coordinating, and maintaining relationship with project partners and other relevant stakeholders, as well as in promoting IOM activities on counter trafficking.
  11. Participate in meetings, workshops, conferences, and public events, and draft presentations, relevant notes for files, meeting minutes, action points, etc
  12. Undertake duty travels related to Counter Trafficking projects implementation as required and authorized by the CoM.
  13. Act as a focal point in support of Migrant Protection and Assistance (MPA) activities.
  14. Support the CO in the activation of projects in Project Information and Management Application (PRIMA).
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the field of counter trafficking at both policy and programmatic level;

• Experience in project reporting, implementation, and development;

• Experience of project budgeting and staffing ideally in UN system;

• Experience in monitoring and evaluation;

• Experience in negotiating and liaising with governmental authorities and international agencies

(UN Agencies, International Organizations, and NGOs).

Skills

• Knowledge of the region is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Azerbaijani, Russian and/or Turkish is an advantage.
