Project Officer (Food Security & Livelihood) At Action Against Hunger USA

Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Ethiopia, Kenya, Tanzania, Uganda, Somalia and Haiti. Action Against Hunger-USA has over $110 million in programs, and approximately 1,700 staff based in the various country offices and New York City, Washington D.C and Horn and East Africa Regional Office in Nairobi. Additional growth is anticipated.

Purpose:

The project officer will be responsible for the overall implementation of project deliverables as per the organizational and donor standards. He/she will work to ensure that professional standards of work are maintained and activities are completed on time and budget. He/she will ensure reporting on project deliverables in a timely manner. The project officer will develop methods of project initiation, execution and delivery and will ensure proper coordination and integration with other departments.

Key activities in your role will include:

  • Ensure for successful planning, coordination and implementation of FSL activities including market assessments and other interventions.
  • Responsible for making follow-up of the FSL activities to ensure that FSL program objectives and outputs achieved.
  • Ensure that the FSL activities in the assigned area of operation are implemented in accordance with ACF standard rules, regulations and operational procedures, agreed strategies, implementation plans and requirements.
  • Organize and support running of all livelihood project activities in the target villages.
  • Coordinate the preparation of documents for various projects including fund requests (FR), Bills of Quantities (BoQs), and Request for Quotations, etc.
  • Represent ACF in community meetings, food security or emergency response meetings in coordination with FSL team.
  • Provide inputs to the design & utilization of project information gathering tools & project activity manuals throughout project implementations.
  • Work with the other program team members on cross-learning and beneficiary capacity building initiatives especially in relation to FSL.
  • Participate in FSL related data collection together with the MEAL team including rapid needs assessment, MSNA and joint assessments.
  • Work in close collaboration with other departments including Nutrition, WASH, and Health teams on ensuring field level integration and synergy for resiliency gains.
  • Ensure to adhere other relevant duties as directed by the PM, DHoD or HOD or Specific responsibilities.
  • Contribute to the development of viable community mobilization strategies for targeting, registration, and follow-up of FSL beneficiaries.
  • Ensure that targeting of FSL beneficiaries is done in a transparent and gender sensitive and conflict sensitive way.
  • Ensure conduct robust community and beneficiary mobilization and registration as per the procedural standards.
  • Prepare and compile FSL activity project reports on weekly, monthly, quarterly, semi-annually and yearly and share with FSLPM.
  • Ensure the validation and use of project tools both ACF and other donor requisites.

Requirements

  • Bachelor’s degree in agriculture, veterinary, agronomy and crop science, development studies.
  • Minimum of 3+ years of experience in direct implementation of livelihood projects (preferably agriculture extension, Cash based interventions i.e UCT, CFW, knowledge of working environment)
  • Extensive experience in community participation and consultative-implementation methods.
  • Flexibility to adjust to new implementation practices and new strategic guidance as per the changing political environment.
  • Ability to work independently with minimal supervision and be self-driven
  • Good facilitation, analytical, planning and report writing skills
  • Experience in community engagement and mobilization exercises
  • Good supervisory and organizational skills, good interpersonal skills
  • Excellent analytical skills combined with a proactive, energetic approach to problem solving
  • Knowledge in livelihoods project implementations.
  • Excellent management, communication (oral presentation and written) and organizational skills; flexibility and ability to multi-task.
  • Experience and knowledge of working with INGOs and previous experience in Somalia desirable
  • Professional proficiency in spoken and written English is required.
  • Proficient in MS Excel, MS Word and Outlook
  • Willing to extensively travel throughout all project areas
