Project Officer-Health & Safeguarding At Danish Refugee Council

DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

About the job.

The post holder will promote safe access to health services for GBV survivors concerning survivors-centered approaches. The Officer will ensure that all clients have equal access to all health services. S/he will ensure that all measures and health principles are followed. S/he will be closely working with GBV/Health Assistant plus SCRP other staff, and the project stakeholders. S/he will be supervised by the Project Team leader and produce weekly, monthly and quarterly reports.

Duties and Responsibilities

The role of the post holder will predominantly fall into the following key responsibility, but not limited to.

Enhanced basic health and nutrition services delivery:

  • Promote Integrated Management of Childhood Illnesses (IMCI) at facility levels.
  • Support Basic reproductive healthcare services at health facilities level.
  • Support GBV case management & referral (strengthened referral pathways).
  • Conduct Rapid nutrition screening (MUAC) & support timely referrals.
  • Conducting active nutrition screening in static health facilities and by use of the IERT targeting children <5, P&L mothers, and support family led MUAC screening and referrals at community levels.
  • Provide IYCF counselling, hygiene promotion and sanitation promotion actions.
  • Promote integrated IYCF-E action at facility and community level linked to NHHP module.
  • Train and empower care givers on the “Go-grow and Glow” module; conduct meal preparation demos and promote dietary diversity and nutrition meals at house hold levels.
  • Support an integrate COVID risk awareness and messaging, triage pre-screening services and suspected referrals to designated testing & treatment facilities.
  • Support Early Warning Systems – Early Action Committees/Integrated Emergency Response Teams (IERTs).
  • Strengthen coordination with sub-national health working mechanisms (MCH/Referral services).
  • Strengthen use of District Health Information Systems (DHIS) -trainings
  • Provide training (Health teams) to fill short term capacity gaps to re-store continuity of essential health services delivery.
  • Provide incentives to health teams comprised of 1) Nurses, GBV case workers, 3) Midwives and Community Health Workers (CHW)
  • Support expanded and targeted vaccination services to children <1yr, P&L mothers – preventable diseases as prioritized by Somali Expanded Program Immunization (EPI)

Increased protection and safeguarding:

  • Responsible for the primary planning, direct implementation of project activities, and monitoring of activities progress.
  • Provide psychological first aid and referrals to survivors of protection incidents in line with the survivor-centered approach.
  • Refer cases with protection concerns to the case worker/community service worker, to ensure their protection needs are addressed.
  • Ensure all staff under this project effective plans and procedures are in place to safeguard survivors especially children by promoting the accessibilities to services.
  • Conduct capacity-building training on health promotion, rights to health, and child safeguarding to the other project staff, community-based committee’s focal points.
  • Produce weekly, monthly, and quarterly based on the donor’s demand.
  • Adhering to professional standards and tools on both health and safeguarding
  • Ensure appropriate monitoring to health and GBV staff to ensure the
  • To provide health knowledge and clinical inputs in child protection and health promotion and staff from health providers.
  • Follow up GBV and children Protection cases referred by health and GBV Assistants safely and access
  • Participate in the relative meeting, workshops, and working

Experience and technical competencies: (include years of experience)

  • Minimum 3 years work experience in health, safeguarding, GBV, child protection with a demonstrated focus on protection program design and implementation.
  • University degree in Public Health, Nutrition, Social Science or other relevant fields from a recognized institution.
  • Protection in working with an international NGO, UN agency, or humanitarian response.
  • Experience in working with displaced and/or conflict-affected populations, such as refugees or IDP.
  • Knowledge of community-based protection approaches, preferably including experience in working with IDPs, Refugees, or returnees through health aspects.
  • Basic familiarity with MS application packages (Word, Excel, and database software) and willingness to develop further.
  • Good cooperation skills, ability to work well independently and in a team;
  • Experience working with International NGO’s, UN agencies, and/or local authorities in complex emergencies
  • Strong self-starter, taking initiative and adapting to changing circumstances and priorities.
  • Strong listening and empathy skills, as well as the commitment to supporting women and children survivors/ at risk;
  • Strong planning, organization, and problem-solving skills with the ability to work both independently and within a team in a demanding work environment.
