Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission (CoM) in Vanuatu, and technical supervision of the Immigration and Border Management (IBM) Programme Manager in Samoa and the Regional Thematic Specialist (RTS) for IBM based in the Regional Office for Asia and the

Pacific (ROAP), and with assistance from the Project Support Unit in Canberra, the Project Officer (Immigration and Border Management (IBM)) will coordinate and implement the IBM projects in Vanuatu.

Core Functions / Responsibilities:

  1. Support the IBM Programme Manager in Samoa in implementing projects according to the work plans, technical requirements and expenditure plans to facilitate timely achievement of project activities and results.
  2. Coordinate and supervise the technical aspects of the implementation of IBM related initiatives in line with IOM and donor requirements implemented by IOM Vanuatu.
  3. Contribute to the development of resource mobilization efforts for new IBM projects by selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, and drafting of project proposals.
  4. Supervise and train project-relevant IOM staff.
  5. Brief the CoM on a regular basis; inform on programme matters and on current affairs that may have an impact on the work of IOM and propose a course of action. Provide information and analysis in order to help maximize the impact of the project and identify further areas of possible cooperation.
  6. In close cooperation with Monitoring and Evaluation (M&E) and Research Officer based in Canberra, contribute to the development of appropriate monitoring tools to facilitate the effective design and implementation of projects and activities.
  7. Participate in field visits to Points of Entry (PoEs) and field locations for feasibility and needs assessment purposes for IBM related project activities, including technical assessments, installations and configuration, trainings and M&E.
  8. Coordinate, implement, and evaluate contextualized capacity building activities in migration and border management, in close coordination with IBM Headquarters (HQ) and ROAP experts as necessary, targeting relevant project stakeholders, institutions, communities, as well as project staff;
  9. Support and work to strengthen coordination efforts with government entities, embassies, implementing partners, United Nations (UN) agencies, and other stakeholders involved in carrying out IBM activities in the country.
  10. Draft, coordinate, monitor and follow up on regular project reports in a timely manner in accordance with donor’s requirements, IOM regulations, and established procedures and deadlines
  11. In close coordination with the Resource Management Unit (RMU), support the financial management and accountability of projects for timely and accurate donor reporting by maintaining and updating expenditure and other project relevant records.
  12. In close coordination with the CoM, participate in meetings with other agencies, donor, and government counterparts to facilitate efficient programme implementation, information exchange, project cooperation, and promotion of IOM-implemented initiatives.
  13. Perform such other duties as maybe assigned.

Required Qualifications and Experience:

Education

  • Master’s Degree in Political or Social Sciences, International Relations, Development Studies, Law, Computer Science/ Information Technology or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University Degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in systems analysis and design, programming using Microsoft technologies and database management for border management solutions;
  • Experience with systems that collect and use biometric information, particularly photographs and fingerprints;
  • Experience with planning and delivering end-user training, IT administrators training and undertaking information systems support;
  • A good understanding and previous experience with MIDAS;
  • Experience in planning, organizing, and delivering MIDAS trainings;
  • Experience in liaising with regional organizations, governmental and diplomatic authorities and international organizations and any other concerned agencies and working groups;
  • Experience in writing training plans, manuals, statements of works, standard operating procedures and detailed instructions;
  • Experience in providing support to national efforts in training/capacity building, law enforcement, operations, border security and/or management is desired;
  • Previous working experience in the region is an advantage.

Skills

  • Background in border management (including border management technologies), travel and identity documents, biometric applications in the migration sector, and related areas;
  • Knowledge of IOM project financial management procedures and tools is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Bislama and/or French is an advantage.
