Country Background
CRS Philippines was established in 1945 and is the longest-running CRS country program in the world. Currently, CRS Philippines focuses its work on agriculture, peacebuilding, emergency response, disaster risk reduction, and health. The Philippines country program has more than 150 staff with a main office in Manila and sub-offices in Davao, Tacloban, Catarman, and Iligan. CRS programs are implemented through a national network of partners, in close coordination with local, municipal and national government agencies. The Country Program also provides support to CRS’s work in Indonesia, Timor Leste, and the Federated States of Micronesia, and has drawn international recognition for the impact, timeliness, and innovation of its programs and approaches.
Job Summary
As part of the Economic Recovery and Market System project team, you will work closely with the partners in the achievement of project objectives, coordinate and report all project activities and provide technical support and advice in advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Job Responsibilities
- Proactively work with the Senior Project Officer, Local partner staff, Government Agency partners and the private sector partners to organize and lead the implementation of all assigned activities under the livelihood component of the project as outlined in the detailed implementation plan.
- Ensure that implementation of livelihood activities is in line with CRS program quality principles and standards, donor requirements, and good practices.
- Monitor, document and report identified challenges and/or gaps in the implementation. Propose adjustments on plans as needed.
- Support accountability by coordinating project evaluation activities and to collect and analyze project data according to specified mechanisms and tools. Collaborate with partners to prepare and submit reports according to the agreed reporting schedule.
- Assist in facilitating and monitoring capacity building and technical support activities to ensure effective impact.
- Provide support in developing and updating detailed implementation plans (on a monthly, quarterly, and/or yearly basis) of the project.
- Coordinate and facilitate information sharing among the implementing partners, and project beneficiaries at the community level
- Mobilize local actors and community volunteers and promote active participation in project activities.
- Perform ad-hoc support inspections of various processes and resources at project sites to ensure timely implementation and adherence to established process standards and procedures.
- Ensure proper tracking of the use of resources for project activities. Coordinate and provide logistical and administrative support to staff, partners and the project team.
- Ensure the completion of project documentation for assigned activities, all required documents are filed per agency and according to donor requirements.
- Assist in documenting case studies and community practices.
Qualifications for Internal Candidates
Typical Background, Experience & Requirements
Basic Qualifications
- Bachelor’s degree in human Ecology, Social Work, Community Development, or in social sciences and development related field.
- Minimum of 3 years of work experience in supporting or implementing development projects. Experience in implementing livelihood programs for an NGO would be a plus.
- Experience in module development or training design.
- Experience in facilitating workshops with trainers and local community participants.
- Experience working with the MSMEs and private sector is a plus
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

- Strong knowledge on DRR, MSMEs and Financial Literacy.
- Excellent understanding of local NGOs and government system, with knowledge and appreciation of the vision and mission of CRS.
- Knowledgeable in participatory and community-oriented development processes.
- Acceptance of cultural differences in a continuously changing environment.
- Adaptive and flexible to project changes and potential implementation shifts
Required/Desired Foreign Language
Fluent in written and spoken Filipino and English
Travel Required
This job will require travel 50% of the time.
