DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. For our Operations Middle East and North Africa (MENA) Division, we are looking for a highly dedicated and dynamic individual to be our next:

PROJECT OFFICER – Middle East and North Africa Division (100 %)

Location: Geneva, with occasional travel to the region

Starting date: March 2022, or as soon as possible

Duration: 24 months fixed-term contract, renewable

The role

Reporting primarily to the Head of North Africa Desk, the Project Officer is responsible for supporting the implementation of projects and activities in North Africa with primary focus on Libya. Tasks include (but are not limited to):

· Support the development of DCAF’s programmes aimed to support security and justice sector reform in MENA countries, especially in Libya, including support for scoping, designing, planning, implementing, monitoring and evaluating projects

· Identify project opportunities and develop project ideas and proposals in line with such entry points

· Contribute to the design, organization, management and implementation of activities with partners

· Conduct research on issues relevant to security sector governance and reform in Libya and the MENA region, and contribute to DCAF publications as necessary

· Supporting donor communication and relations, including through regular budget monitoring and financial management, as well as programme and project reporting

· Support fundraising activities, including through the development of country strategy documents, workplans, concept notes, etc

· Draft project-related documents such as contracts and agreements, progress reports, factsheets, project proposals, analytical evaluations, lessons learned reports, etc

· Provide additional support across the MENA division as may be necessary and determined by line manager.

Minimum requirements

· An advanced university degree in law, political sciences, international relations, development, security studies or related field

· A minimum of 3 years work experience in public sector reform or management, preferably within the fields of security and/or justice reform

· Proven track record in managing projects, preferably in the MENA region

· Excellent command of English; knowledge of Arabic and French is a strong asset

· Excellent writing skills

· Strong communication skills and experience of working as part of an international and multicultural team

· Cultural sensitivity, ideally familiarity with the MENA region and, more specifically with Libya and North Africa

· Swiss or EU citizenship or valid work permit for Switzerland at the time of application is required
