Context:

Under the overall supervision of IOM Qatar Chief of Mission and direct supervision of Senior Operations Officer (Transit Centre) (SOO), the Project Officer (SNFI & Distribution) will provide day-to-day operational support in key areas of transit site management, including Non-Food Items (NFI) pipeline and distributions and ensure the implementation of operational activities, in close coordination and spirit of partnership with the US Department of State and of Defense. The successful candidate will support the implementation of technical and operational backstopping services to the site transit management operations, including capacity building support, out- processing management support, case management assistance, NFI/warehouse management, and service continuity. The position is field based.

Core Functions / Responsibilities:

  1. In close coordination with the SOO and the Protection Coordinator, coordinate and monitor the day-to-day field and operational implementation of activities on the ground and facilitate the effective utilization of resources and the on-the-ground running of operations in a timely manner.
  2. Act as an operations focal point for field coordination issues taking place at the site level, under the guidance of the transit site coordinator.
  3. Check that adequate systems and procedures are in place for NFI and supply chain mechanisms, including advisory support to the Department of Defense (DoD) for distributions. Contribute to the development of systems to facilitate adequate and predictive distributions.
  4. Assist with the establishment and improvement of, and monitor an effective, transparent and representative system including coordination of service provision and other defined activities.
  5. Provide technical support for the installation and/or maintenance of structures.
  6. Coordinate and supervise the implementation of NFI activities and facilitate complementarity of the response with other essential services in the transit center.
  7. Support the SOO in monitoring the use of resources and delivery of NFI project targets, bring delays, gaps, quality, budget, operational challenges, or procedural issues to the attention of the Senior project officer, and make recommendations for improvements
  8. Supervise and provide technical guidance to the NFI project team and other relevant support staff and units.
  9. Contribute to the implementation of needs assessments/post distribution monitoring as related to NFI response at the transit center. Analyze data from needs assessments and Post Distribution Monitoring evaluations to help inform the realignment of project activities.
  10. Participate in activity site visits and provide guidance on the appropriate response methodology of various NFI support.
  11. Contribute to the development of and maintain project progress trackers and project monitoring tools.
  12. Contribute to the drafting of proposals and provide technical inputs in line with IOM and donor requirements.
  13. Closely work and coordinate with the Logistics and Procurement Unit on the procurement process and the delivery of project supplies. Participate in bidding processes and monitor the performance of the vendors/suppliers to facilitate timely response and delivery of good-quality goods and services.
  14. Ensure the pipeline and warehouse system is well managed and stock reports are provided in a timely manner.
  15. Work closely with other IOM teams/units and partners at the transit center to support and contribute to a holistic response strategy.
  16. Provide inputs to support required reporting of Assistance Program/NFI activities for both internal and external audiences, in line with IOM and donor requirements.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Development Studies, Supply Chain, Sociology, Political Science, Public Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience working for the United Nations, an official mission, non-governmental organization, or relevant government department is a distinct advantage;
  • Experience working with the humanitarian response, particularly project implementation, operations, coordination, transportation, or general administrative duties;
  • Experience in Shelter-NFI & Camp Coordination and Camp Management (CCCM) Cluster coordination and operations;
  • Experience in working and coordinating S-NFI activities in Camp setting and field coordination;
  • Experience in working with the military and sound knowledge of Civil-military coordination;
  • Experience in program supervision, implementation, and evaluation;
  • Experience in the field of humanitarian, complex, and post-conflict emergencies at an international level is a distinct advantage;
  • Experience in liaising with governmental authorities, and other national/international institutions;
  • Experience working in the region is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.
