Context:
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean. Further, over 25% of the Ivorian migrants returning from Libya are women with specific protection needs.
To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). One of the actions of the “Joint Initiative” is implemented in Côte d’Ivoire and foresees different types of interventions including protection and assistance to vulnerable and stranded migrants as well as victims of trafficking, capacity building for the authorities, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative aims to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in Côte d’Ivoire, with a view to improving the governance of migration in the region.
Under the overall supervision of the Chief of Mission and the direct supervision of the Project Manager (Reintegration) and with thematic support from the Regional Coordination Unit, the successful candidate will be responsible for assessing, synthesizing and contributing to data collection and reporting on specific migrant assistance activities under the Joint Initiative.
Core Functions / Responsibilities:
- In close coordination with the Information Management Reintegration, Operations and Protection teams, undertake specific data collection and analysis activities (qualitative and quantitative) on return and reintegration for the subsequent preparation of reports, including monthly, interim and final reports.
- Collect, compile and provide necessary information and inputs to be used for the preparation and review of periodic reports generated by IOM Cote d’Ivoire under the EUTF JI and coordinate the collection and verification of documents and data used for the preparation of progress and other reports to facilitate proper information exchange on all operational aspects.
- In close coordination with the Regional Reintegration Officer, Regional Reporting Officer and Regional IM Officer, review and track data and reports on return and reintegration activities in Migrant Management Operational System Application (MIMOSA), and keep accurate and pertinent records of all reporting files.
- Compile general background information for and arrange capacity building activities for EUTFstaff in MIMOSA and reporting.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Experience in data collection and reporting is essential;
• Experience in using MIMOSA (Migrant Management Operational. System Application) for reporting purposes is essential;
• Experience in mentoring and delivering trainings is strongly recommended;
• Experience in the field of migration issues including operational field experience and project development;
• Experience liaising with inter-governmental, national and local authorities, other national/international institutions and Non-Governmental Organisations (NGOs).
Skills
• In depth knowledge of MIMOSA (Migrant Management Operational. System Application) is essential;
• In-depth knowledge of the broad range of migration related subject areas dealt with by theOrganization;
• Knowledge of UN and bilateral donor programming;
• Knowledge of financial rules and regulations;
• Strong communication and interpersonal skills as well as strong strategic and creative thinking;
• Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
• Ability to guide and supervise staff and coordinate administrative matters.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
