TITLE: Project Officer – SENANG (Supporting an Enabling Atmosphere for Children and Youth Network for peace building Goals)

CONTRACT LENGTH: 1 year contract (possible extension)

ROLE PURPOSE:

The post holder will be responsible as SENANG Project Officer in implementation, running and conducting activities according to SENANG Project’s implementation plan, to create safe and neutral platforms that bring children and youth inclusive of those with diverse SOGIESC voices to the peace negotiation table at the local/provincial level in the Deep South. The action includes coordination with local organizations; the Peace Resource Collaboratives, local Civil Society Organizations and key stakeholder to feed youth and children voices into local/national plans as well as coordinating with sub-granting partners and oversee their actions under support of SENANG Project. The Action links to 2021 ASEAN Statements that recognizes that meaningful youth engagement and empowerment that takes into account local cultural contexts is necessary for sustainable peace processes; and the importance of investing in and working with children and youth including the most vulnerable is key (ASEAN Regional Forum: Joint Statement on promoting the Youth, Peace and Security Agenda 2021).

SENANG Project Officer will be assisting the Child Protection Program Coordinator for the overall implementation and coordination of the SENANG project implementation in Thailand especially with local partners and local stakeholders. The position-holder will also be working closely with the Pattani staff team and coordinate with implementing partner to ensure the timely and quality delivery of the project.

Role Dimensions: The SENANG Project officer will work closely with Child Protection Program Coordinator, local CSOs, authority, academia, media and youth leader in the implementation of the project

KEY AREAS OF ACCOUNTABILITY:

Project Management

  • Responsible to ensure that project inputs are provided in a timely manner; procure/arrange for project supplies and materials as needed.
  • Ensure that project resources for specific location are used optimally and that expenditures comply with internal controls, financial procedures and donor’s compliance.
  • Assist the Child Protection Program Coordinator in coordinating with local authorities and local partners.
  • Support the Child Protection Program Coordinator in developing and updating the project management tools on timely basis.
  • Work closely with the Child Protection Program Coordinator to ensure the project implementation and partner’s activities are meeting Child Safeguarding and Child Safe Programming standards.
  • Organize project activities, such as Child Participation training, Basic peace learning class, in conjunction with implementing partner, local child protection network.
  • Support the Child Protection Program Coordinator in facilitating meetings, workshops and evaluations in relation to the implementation of this project.
  • Keep records of activities and report periodically on program progress with recommendations in a timely manner.
  • Work closely with MEAL (Monitoring, Evaluation, Accountability, Learning) team to conduct project progress, baseline, and end-line assessment and project impact evaluation.
  • Assist with periodic and other reporting as necessary.

Communications

  • Ensure that project related information are relayed to the project partners
  • Prepare communication materials, including meeting minutes, project documents and lessons learned, for dissemination of project results
  • Maintain a close coordination in the field with local authorities especially with relevant counterpart departments, and with sector leads of other organizations.

QUALIFICATIONS

  • Thai Nationality
  • Bachelor’s degree in subject related to thematic area (social sciences, International Relations, community development, psychology, child development, Peace study)
  • Good understanding on child rights issues in Thailand and the Deep South with sound knowledge of international standard of child rights and child protection.
  • Basic knowledge of Peace process in the Deep South

EXPERIENCE AND SKILLS

Essential

  • At least 3-year experience in working in development programme. Work experience in one or more of the following issues would be an asset: child rights, child protection, emergency response, school-safety, Disaster Risk Reduction, Conflict mitigation.
  • Experience in a similar role, preferably within the NGO sector and/ or in an international environment
  • Sound knowledge of office practices, procedures and administrative systems including filing systems. Competent in use of Microsoft Office including Word, Excel, PowerPoint and Outlook.
  • Experience of planning and organizing meetings and events.
  • Experience and knowledge of effective financial and budgetary controls for funds intended for area/s of jurisdiction
  • Experience in coordinating with community leaders, CSOs actors and Government agencies.
  • Strong interpersonal and community development skills
  • Ability and willingness to travel domestically as assigned including in the Deep South
