Context:

Under the overall supervision of the Head of Sub-Office East, Southeast, Mediterranean (ESEM) Region, and the direct supervision of the Emergency, Post Crisis and Transition Coordinator, the Project Officer (Shelter, NFI and CCCM) will be responsible and accountable for the technical and programmatic monitoring and implementation of Shelter/Non-Food Items (NFI) and Camp Coordination and Camp Management (CCCM) projects activities in the context of the cross-border response to North-West Syria coordinated from Gaziantep, as well as the refugee response in Türkiye.

Core Functions / Responsibilities:

  1. Coordinate the overall implementation of the Shelter/NFI, CCCM and TSS (Temporary Settlement Support) projects, including monitoring the budgetary, administrative, and technical aspects, in line with IOM’s policies and procedures.
  2. Implement, maintain, or contribute to the improvement of relevant project management tools.
  3. Provide technical inputs and provide guidance to field teams for Shelter, NFI and CCCM processes and assessments.
  4. Coordinate with relevant departments, including protection, legal, private sector engagement, media and communications, finance, etc., to facilitate compliance with donor and IOM requirements.
  5. Monitor project budget and expenditures, check alignment with internal and donor requirements, and ensure that budget lines are respected. Track burn rates to support the effective use of project funds and maintain effective and regular liaison with the supervisor.
  6. Monitor the use of resources and delivery of Shelter/NFI and CCCM project targets and requirements, bringing delays, bottlenecks, quality, budget or procedural issues to the attention of the supervisor and making recommendations for corrective actions.
  7. Coordinate adequate information management for project related activities, including beneficiary data management according to IOM policies, data collection and analysis for reporting and other information management products such as factsheets, dashboards, etc., in close coordination with the donor and other relevant stakeholders.
  8. Maintain liaison with relevant project stakeholders, implementing partners, local officials and other counterparts. Draft segments of project reports, situation reports and project updates as necessary. Archive and share requested project data and information.
  9. Participate in the regular coordination meetings at sub national cluster level such as technical working group meetings, and relevant coordination meetings with relevant stakeholders (Local authorities, United Nations (UN) agencies, International Non-Governmental Organization (INGO), Non-Governmental Organization (NGO) etc.).
  10. Work closely with the Logistics and Procurement Unit on the procurement process and the delivery of program items. Participate in bidding processes and monitor the performance of the contractors to facilitate timely response and high-quality delivery of services.
  11. Contribute to the capacity building of the Shelter/NFI and CCCM team by conducting and contributing to the development of training modules for staff and partners.
  12. Facilitate the integration of cross-cutting issues in assigned Shelter, NFI and CCCM project implementation such as Gender Based Violence (GBV), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
  13. Contribute to the drafting of proposals and provide technical inputs according to IOM and donor requirements. Check consistency with relevant priorities of the programme and available resources.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s Degree, Architecture, Engineering, Urban Planning, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in coordinating the implementation of shelter, non-food items (NFI) and/or Camp Coordination and Camp Management (CCCM) programming in complex emergencies.
  • Experience in liaising and coordinating with governmental authorities and implementing partners.Experience in project administration and monitoring large-scale budgets.
  • Specific experience in rehabilitation or construction is an advantage.
  • Experience in liaising and coordinating with governmental authorities and implementing partners.

  • Experience in CCCM activities including Accountability to Affected Populations (AAP) and community engagement.
  • Experience with monitoring and protection mainstreaming, especially for complex emergencies.

Skills

  • Knowledge of IOM and partners’ roles and mandates in the humanitarian and recovery aspects of the refugee response in Türkiye and the cross-border response for North-West Syria.
  • Knowledge of the relevant protection frameworks and protection mainstreaming.
  • Demonstrated ability for leadership in the context of partnership building and consensual decision making. Computer skills and proficient knowledge of Microsoft applications (Word, Excel, Outlook, SharePoint, PowerPoint) is essential.
  • Demonstrated information management skills.
  • Skills and knowledge on the planning, design, execution and supervision of shelter / NFI and CCCM implementation.
  • Excellent communication, interpersonal, networking and presentation skills.
  • Knowledge of general social and development issues and how to integrate programming across the humanitarian-peace-development nexus as well as general migration related issues.
  • Knowledge of project development, administration and evaluation concepts and procedures.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge Arabic and/or Turkish and/or of another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
