You’ll contribute to ending world hunger by …

  • Assist the Head of Project (HOP) in the planning, management, coordination, implementation, and monitoring of the activities related to the project in line with Action Against Hunger policy, guidelines and procedures and in accordance with donor and national polies and guidelines;
  • As directed by the HOP, ensure effective implementation of the planned activities through proper coordination, identification, and follow up of operation support needed from the base operations team (i.e., OIC Head of Base/Head of Base, Finance Officer, Logistics Officer).
  • With guidance from the HOP, lead the consolidation of field progress reports and other project related reports from the Field Officers.
  • Function as a lead for governance related activities involving provincial and municipal local government units such as in the plans adoption, policy approval/adoption, etc., as may be required by the project for sustainability.

Key activities in your role will include

Objective 1: In coordination with the Head of Project, plan and implement the activities

  • With the Head of Project, develop a workplan to ensure the efficient and timely implementation of activities
  • Regularly review the planning of activities with HOP through weekly planning meetings.
  • Manage assigned project budget for activities based on agreed workplan with the HOP.
  • Manage the project team to ensure that implementation plans are followed, and changes are discussed and agreed with the HOP.
  • Lead the governance related activities in the covered areas.
  • Provide inputs for the monthly financial forecast for budget lines to the HOP for consolidation.
  • Coordinate the activities with the logistics, HR and finance staff to ensure that human, financial and logistic resources are efficiently planned and used.
  • Provide regular reports (as defined) to the HOP to update them on the advancement of activities and make them aware of any key challenges and support needed.

Objective 2: Representation of Action Against Hunger with external stakeholders

  • Represent Action Against Hunger with LGUs in project areas in the absence of the HOP.
  • Coordinate with other Heads of Projects and humanitarian actors in the area to ensure the efficient planning and use of resources.
  • Ensure project activities are coordinated with relevant agencies and stakeholders in the sectors where Action Against Hunger is working.
  • Support the establishment of necessary MoUs/MoAs with partners in consultation and agreement with the Head of Project, Head of Base and Country Director.

Objective 3: Monitoring and Reporting

  • Support the HOP to develop a MEAL plan for the project which addresses the internal and external reporting requirements.
  • Based on the agreed MEAL plan, provide regular inputs to the Head of Project to ensure the accurate reporting on indicators.
  • Provide narrative input for narrative reports to the Head of Project.
  • Ensure proper and timely archiving of sources of verification
  • Screen all received documents and ensure the potential beneficiaries comply with the required standards to benefit from the project.

Do you meet the profile required criteria?

  • Degree in social science, environmental science, natural resource management, or other related discipline (master’s degree an advantage)
  • Technical specific knowledge:
    • Adept with the current state of DRR/CCA, WASH and FSL in the country.
    • Demonstrated excellent knowledge and experience in Project Cycle Management.
    • Excellent knowledge of budget management.
    • Previous exposure and experience in assessment, monitoring, or evaluation of projects during emergency responses.
    • Previous experience in implementing and managing/supervising multi-sectorial projects.
    • Experience in Governance related works in the sectors of DRR, WASH, and/or FSL; solid Waste Management and/or green economy projects is an asset; Environment and climate change related projects and worked with agencies involved in Climate and environment.
    • Knowledge/Experience in food security, livelihood resilience and green & circular economy activities is an advantage.
    • Knowledge in partnerships development and alliances is desirable.
    • Risk mitigation experience.
    • Strong facilitation skills in capacity building.
    • Excellent Report and technical writing skills
  • Previous experiences:
    • Experience of at least 2 years in a similar or related position.
    • At least 2 years of experience of work in I/NGOs, LGUs, and/or NGAs.
    • Strong experience in capacity building and project management
    • Geographical context knowledge is preferred
  • Experience in rapid response and anticipatory action interventions is desirable.
  • Excellent in written and spoken English and Tagalog; Local language in the working area is an asset
  • Good knowledge of Microsoft Office package (Word, Excel, Teams, Outlook)
  • Willing to be based in the areas of operation and able to travel extensively in the Project areas
  • Valuable prior experience in issues related to the promotion of gender equality and child rights or personal commitment to gender equality and child rights.
