Background:

The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Overall Purpose of the role:

Under the direct supervision of the project manager and the team leader, the project officer will be responsible for the implementation of the interventions aiming to enhance basic health service delivery, gap filling via training of the health teams, short term staffing gaps and providing medical equipment and supplies in the health facilities of the target locations.

The officer will be based in Jowhar and will closely work the existing network of Maternal Child Health (MCH) clinics and Primary Health Units (PHU) to extend health service provision through gap filling and to enhance health care capacity within these clinics with links to referral service including mother/child health and nutrition services, GBV psychosocial and medical care available at some of these fixed sites. The Project officer will work to promote safe and access to health services for GBV survivors with respect of survivors centered approaches. H/She will be closely working with GBV and Health assistant, project team leaders and other project staff and the project stakeholders.

Responsibilities:

  • Responsible for the primary planning, direct implementation of project activities and monitoring of activities progress.
  • Conduct capacity building trainings on Integrated Management of Childhood Illnesses (IMCI), health promotion, rights to health and child safeguarding to the health facility staff and community-based committee’s focal points.
  • Conduct health worker training, GBV primary care and case management at the target health facilities
  • Train health workers on how to facilitate case management, follow up and incident recording in the case tracker and link it to the GBV information management system (GBVIMS).
  • Facilitate strengthening of referral pathways for GBV/ SEAH and child protection by ensuring coordination among service providers through establishment of referral protocols.
  • Facilitate strengthening of referral pathways through effective coordination with relevant Government agencies, and GBV coordination mechanisms in the target locations.
  • Awareness raising of GBV, SEAH and child protection reporting channels and referral services will be integrated in the health service Information Education and Communication (IEC) promotional materials to encourage uptake and incident reporting
  • Responsible to raise awareness aimed at demand creation and adoption of the promoted health care practices through support towards filling in health capacity gaps in health care personnel and essential medical supplies.
  • Plan the preposition AWD /Cholera response kits in Jowhar and facilitate outreach activities of the Integrated Emergency Response Teams (IERTs) in the event of AWD/ Cholera outbreaks within the district.
  • Coordinate with the sub national health cluster coordination mechanisms including health and WASH cluster and raise awareness of risks of water source contamination and resultant AWD/ Cholera outbreak during flooding within Jowhar.
  • Facilitate provision of medical equipment and supplies including essential medicines midwifery kits and Post Exposure Prophylaxis (PEP) kits for Clinical case management of rape.
  • Integrate the promotion interventions on GBV/ SEAH and referral services, empowering community beneficiaries on care support systems and pathways available within their community.
  • Produce weekly, monthly and quarterly reports based on donor’s demand.
  • Adhering to professional standards and tools on both health and safeguarding.
  • To provide health knowledge and clinical inputs in child protection and health promotion to health care facilitate in the target locations.
  • Participate relative meeting, workshops and working groups where its necessaries,
  • Any other activities assigned by the supervisor.

Education, experience & technical competencies. (include years of experience)

Essential:

  • University degree in Public Health, Nutrition, or other relevant field from a recognized institution.
  • Minimum 3 years work experience in health, safeguarding, GBV, child protection with a demonstrated focus on protection program design and implementation.
  • protection in working an international NGO, UN agency or in humanitarian response setting.
  • Experience in working with displaced and/or conflict affected populations, such as refugees or IDP
  • Knowledge of community-based protection approaches, preferably including experience in working with IDP’s, Refugees or returnees through health aspects.
  • Basic familiarity with MS application packages (Word, Excel and database software) and willingness to develop further.
  • Good cooperation skills, ability to work well independently and in a team;
  • Experience working with International NGO’s, UN agencies and/or local authorities in complex emergencies
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities.
  • Strong listening and empathy skills, as well as commitment to supporting women and children survivors/ at risk;
  • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding work environment
  • Proven record of providing trainings and workshops on protection needs and concerns.
  • Excellent knowledge health polices and laws at this context.
  • A team player with a strong cooperation ethic.
  • Understanding of Somalia’s context and local language will be an added advantage.

Languages:

  • Fluency in written and spoken Somali & English.

Conditions

Availability: June 2022

Duty station: Jowhar

Reporting to: SCRP Programme Manager

Duration: 6 Months with possibility of extension based on performance and funding

Contract: This position is graded as Band H Non-Management for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
