Conditions: 6-month fixed-term contract (temporary support during submission periods), €2,971 gross monthly salary, meal vouchers and mutual insurance covered at 60%, 35 hours worked, 2 days of teleworking possible per week

Founded in 1994, TGH, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in the areas of water, hygiene and sanitation, food security and rural development, socio-educational and psychosocial. TGH currently works in 10 countries in Africa, Europe and Asia.

Job

The Project Proposal and Grant Development Support Officer will support the Geographic Division in the following three areas:

  1. Strategic implication on the development of foundation-donor relations:

● Participate in the definition and implementation of the financing development strategy for Chad, Syria, Iraq and Ukraine.

● Establish and maintain relationships with existing and new donors/institutional partners, in support of the geographic manager, including an advocacy component to support TGH’s positioning on issues related to financing and project development. This may involve occasional travel to meet donors/partners. [does not apply to Ukraine]

● Monitor and disseminate funding opportunities and news from institutional donors to the desks, with particular attention to donors new to TGH [does not apply to Ukraine]

● Share and train field teams on general guidelines and rules for cross-cutting themes of targeted donors

● Prospect for new donors/institutional partners and financing mechanisms, with a particular focus on American and European donors excluding French donors.

  1. Operational involvement in responding to identified calls for project proposals (CFPs)

● Support and/or conduct of meetings with donors within the framework of these APPs

● Support and/or conduct of framework meetings and working meetings with the teams of the Iraq, Chad, Syria and Ukraine missions

● Organization and animation of kick-offs of project proposals

● Piloting and/or operational involvement in responses to identified APPs, in coordination or reinforcement of operational teams at headquarters and in the field, and potential consortium partners. Particular attention will be paid to the following APPs:

○ Chad – American APP (BHA, PRM) and project development for Swiss cooperation

○ Iraq – American (PRM, DRL), German and Dutch APPs

○ Ukraine – ECHO HIP 2025

○ (Syria – APPs will be identified, see mission issues below)

  1. Contribution to the development of team skills

● Participate in the development of the skills of TGH teams on the evaluation criteria and expectations of donors/institutional partners in terms of proposals and project development – in particular, concerning American and European donors excluding French donors

● Strengthen monitoring and prospecting efforts by implementing specific tools and aligning processes with the needs of the desks and missions concerned

● Analyze and synthesize strategic documents and the main guidelines relating to institutional donors via practical sheets intended for TGH headquarters and field teams

He/she works under the direct supervision of the Geographic Managers of the Chad-Syria-Iraq Desks (70%) and Ukraine (30%), in direct contact with the missions, and in close collaboration with the entire Headquarters team (operational management, other desks, technical division, finance departments, human resources, logistics support, and communication support).

The choice of countries to be supported by this position is motivated by the following factors:

● Chad : TGH has been registered in Chad since November 2023. Given the limited funding available for this country and TGH having no history there, obtaining funding has proven to be more complicated than initially anticipated. TGH’s mission therefore needs support to identify promising funding opportunities and demonstrate to partners/donors the value that TGH can bring.

● Syria : After a strong growth in 2023, the TGH mission lost its main donor in 2024. The renewal of the coordination team with three new resources starting between August and September and the intention to diversify funding sources in 2025 justify the need for external support dedicated to development and institutional cooperation.

● Iraq : with the interruption of aid and the humanitarian structure in this country in transition towards development but crossed by unresolved social, religious, inter-ethnic and geopolitical conflicts, the search for donors is becoming more complex. The TGH mission is reduced in size and has taken the gamble of a generalized nationalization. It therefore requires support to stabilize in the new external and internal context and to access the most appropriate financing.

● Ukraine : In order to maintain its 2024 operational level in the country, TGH’s Ukraine mission must diversify its funding and plans to stabilize its humanitarian activities through structuring grants. The project proposal and grant development support officer will be in charge of supervising the needs analysis and assessments to determine and describe the applied intervention logic, and of coordinating the writing of an ECHO project proposal, from the single form to the annexes (NEAT and environmental recommendations included).

Profile

  • Proven experience in managing and coordinating projects in NGOs
  • Mastery of the project cycle, strong operational and conceptual legitimacy
  • In-depth knowledge of the procedural framework and expectations of the main donors, in particular BHA, PRM, DRL, SDC, GIZ, ECHO as well as humanitarian coordination and financing mechanisms on the ground
  • Excellent writing skills in French and English
  • International mobility
  • Ability to take initiative, responsiveness, solution orientation
  • Rigor, organization, planning, listening, good interpersonal skills, particularly in remote exchanges
  • Very good teamwork skills, comfortable and flexible in interpersonal relationships, professional empathy
