When a girl unlocks her power to make different choices that change her life, it inspires others to do so too. She starts a ripple effect that impacts her family, her community, her country. That’s the Girl Effect.

The Context

The Project Specialist will report to the Program Lead and be responsible for coordinating the programmes in respective states. He/she will supervise, monitor, and report on all state interventions. He/She will coordinate all administrative procedures at the State level and be the contact person at the state level.

She/He will be based in one of the states. She/He will be responsible for coordinating project activities at the field level in two/ three LGAs depending on the scope. The State Project specialist participates in planning and reporting project interventions.

Deliverables

Field-level project planning and implementation

  • With the support of the Program Manager for Nigeria, develop good relationships and partnerships with various stakeholders at the state level such as other NGOs, local government authorities and relevant Ministries.
  • Support the development of the monthly program report
  • Participate in weekly, monthly and quarterly meetings to review project activities and work plans: Update fieldwork plans through review meetings.
  • Maintaining and monitoring project plans, project schedules, budgets, and expenditures.
  • Organizing, attending and participating in stakeholder meetings.
  • Documenting and following up on important actions and decisions from meetings especially at field / on ground level.
  • Preparing necessary presentation materials for meetings. Keeping program work plans organized, and updated and ensuring deadlines are met.
  • Determining project changes and ensuring the team is informed.
  • Providing administrative support as needed.
  • Undertaking project tasks as required.
  • Ensuring projects adhere to frameworks and all documentation is maintained appropriately for each project
  • Facilitate meetings where appropriate and distribute minutes to all project team members.
  • Innovate and prepare cost-effective community engagement activities
  • Work closely with all CBOs and AGYW networks at the community level including other gatekeepers on the ground.
  • Support the GEN brand and youth advisory groups as needed
  • Manage implementation of the YAPs (status calls, set work plans, timelines, contracting & invoicing).
  • Compile the monthly timesheet tracker & liaise with finance on timely payments of panel members.
  • Lead, organize and facilitate monthly youth panel team meetings.
  • Support the development of youth panel members’ monthly work plans.
  • Manage 2-way feedback mechanisms between Girl Effect staff and young people, for example, anonymous feedback boxes, weekly reflection surveys and monthly individual performance feedback.

Monitoring and evaluation of the project

  • Maintain documentation/filing: Ensure all relevant project documents are clearly located both in hard and soft copy.
  • Data collection and analysis: Ensure that implementation includes data collection that answers all the project indicators. Track the progress of the project on a monthly and quarterly basis.
  • Reporting against set targets/indicators: Prepare quarterly project report that answers all the set project targets and indicators.
  • Prepare monthly, quarterly and annual reports and timely submission as per the reporting schedule
  • Work with the Monitoring and evaluation team and Program Manager to carry out project monitoring and reporting

Other Tasks

  • Ensure project implementation and supportive supervision activities
  • Periodic tracking of progress and use of the learnings to improve project implementation
  • Representing Girl effect at the State level: Act as a focal person that represents GE to stakeholders at the respective State
  • Represent GE in meetings/forums/ conferences organized in respective States.

Who You Are

  • Master’s Degree in social sciences (MPH, epidemiology, sociology, community development etc.). Candidates without a Master’s degree will be considered if they present demonstrated experience of working for at least three years in a similar capacity
  • Demonstrated knowledge of project management cycle, Log Frame Analysis, work planning, reporting and Results-Based Management tools.
  • Experience working with several donor-funding
  • At least 4 years of experience in project/business management
  • Experience in designing, setting up, and/or closing down projects
  • Experience working on adolescent & youth sexual reproductive health, IEC and SBCC-related activities
  • Experience in financial management of Donor funded projects
  • Experience working closely with other stakeholders including the Government at Regional, State and LGA levels.
  • Desirable: Experience working on health-related/community development projects

Expected Commitment

  • The assignment will take approximately 6 months to complete.
  • The consultant will be expected to spend 5 days a week or up to 40 hours each week on this assignment, depending on the programme’s needs. This is a full-time consultancy role.
  • The consultant’s assignment period is from March 2025 to August 2025.

Location

The consultant must be based in Nigeria in any of the three states and have extensive experience within those states. The Assignment is to be carried out in the respective regions.

Management

The consultant will have a primary point of contact with our Nigeria Program lead. The language of the materials and reports shall be English. The contract supervisor shall approve all deliverables submitted before any payment is made.

Proposal Submission

Your proposal, should you be interested (Max 5 pages), should cover

  • Your understanding of the brief and why you feel you are well-placed to advise us on this
  • Credentials/Profile/CV – Please showcase any previous work that you consider relevant to what we are trying to achieve, how we approach our work, and the audience we cater to. Describe the qualifications, experience, and capabilities of the firm or consultant in providing the requested services.
  • Reference- Provide at least three references for similar contracts with a description of the service provided, the value of the contract, and the contract periods of performance.
  • Breakdown of Costs with applicable taxes and other charges clearly identified in NAIRA. Consultants should provide their monthly billing rate.
    • All applicable taxes should be quoted separately;

In their proposal, the bidder must demonstrate an understanding of the requirements described in the RFP and demonstrate how the bidder will meet the requirements of the evaluation criteria.

GE is not liable for any cost incurred during the award/contract preparation, submission, or negotiation of the award/contract. All submitted documentation and/or materials shall become and remain the property of GE.

VALIDITY of the proposal shall be for 90 days from the date of bid closure.

Evaluation Criteria

The criteria against which proposals will be evaluated are listed below.

Technical Evaluation

  • Experience and qualification as outlined in your CV/Credentials/Profile – 20%
  • Showcases relevant experience in having done previous similar work with relevant agencies or organizations – 20 %
  • Demonstrate geographic experience in Nigeria (Within Specific States)- 10%
  • Interpretation and understanding of this TOR – 10%
  • Evidence of a minimum of three contactable references – 10%

Financial Evaluation

  • Value for money/proposed budget breakdown – 30%

Tax

Girl Effect Nigeria is obliged by the Nigerian tax authorities to ensure all taxes are charged where applicable. Applicants are advised to ensure that they have a clear understanding of their tax position regarding provisions to Nigeria tax legislation when developing their proposals.
