Context:
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Site Lead USRAP, and the Senior Operations Officer, the successful candidate will be accountable and responsible for the support with stakeholders for USRAP and Afghan Assistance Program activities undertaken in Qatar. There is frequently a need to represent the IOM programming assisting Afghan beneficiaries to the government of Qatar and the incumbent will represent the USRAP and Afghan Assistance programs whenever communication with the Qatari government is required. The Project Support Officer will also, in close coordination with the CoM, coordinate directly with relevant departments in the IOM regional office and at IOM headquarters.
The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to tens of thousands of individuals each year. The International Organization for Migration (IOM) provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections. The Assistance Programme in Doha provides support to the Afghan beneficiaries who are transitory in Qatar fulfilling protection services, recreational services, providing non-food item assistance as well as informal education services.
Core Functions / Responsibilities:
- Identify and engage to foster relationships with stakeholders as part of the USRAP program and assistance program as funded by PRM in Qatar.
- Act as the Focal Point for Qatari relations with the relevant ministries and advising the senior leadership on areas of intervention and the navigation of programmatic deliverables with authorities pertaining to the implementation of the project.
- Coordinate with Human Resources Unit on the timely submission of documentation from incoming staff to the relevant authorities and the extensions of visas as needed, with a system to track and proactively engage authorities for the issuance of extension and first-time visas in an expeditious and transparent manner.
- Provide support and technical inputs on strategic processes which ensure project implementation within the operating environments and maintain the momentum of process review to enhance project deliverables.
- Act as the Focal Point for Qatari National Police (QNP). Establish clear lines of communication with QNP and develop the relationship to ensure quick deliverables to beneficiaries within Qatar.
- Ensure access to relevant areas of project intervention to facilitate the continued work in a camp like setting. Build trust and cooperation with relevant authorities to issue documentation in a timely manner and report back to senior leadership on challenges and opportunities. Participate, and at times lead, the dialogue with national authorities on the progress of project deliverables and encourage problem solving approaches to maintain professional and consistent communication. In close coordination with the COM, Site Lead and RMM lead, establish and maintain the relationship with airport authorities on any areas of concern from access to solving situations which are beyond the control of RMM staff on the ground.
- Draft and maintain the Standard Operating Procedures (SOPs) for assisting beneficiaries with national authorities from reception to medical assistance, to departure. Work with relevant stakeholders and ensure accountability to affected populations is maintained throughout the process continuum.
- Contribute to the establishment of strong partnerships and maintain liaison with implementing partners, the donor community, government, local authorities, United Nations (UN) agencies and other stakeholders, such as private sector and CSO with the aim to facilitate dialogue, information sharing and cooperation among government and non-government actors for USRAP and assistance in Doha.
- Draft, collect inputs and produce weekly reports for internal management on the CAS (Camp As Saliyah) Operations, including weekly sitreps and donor reporting to PRM. The incumbent will also develop and provide inputs to IOM’s strategic vision in Qatar as well as produce periodic situational reports as requested and assist with the provision and coordination of inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies, implementing partners.

Required Qualifications and Experience:
Education
- Master’s degree in International Development, Public Health, Peace, and Conflict Resolution, Social and/or Political Science, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in liaising with governmental authorities, other national/international institutions,Non-Governmental Organization NGOs, donors, UN agencies, and other developmental partners and civil society actors;
- Experience in supporting implementation of IOM projects; and,
- Experience in project coordination, management, implementation, monitoring program activities and donor reporting, including the areas of resettlement.
Skills
- Demonstrated expertise in the thematic areas relevant to project development;
- Familiarity of Gulf States issues and/or experience working in the Gulf States an advantage;and,
- Knowledge of diplomacy, relationship building and communication.
Languages
IOM’s official languages are English, French, and Spanish.
