PROJECT TECHNICIAN GUATEMALA

POSITION MISSION: Under the coordination of the Program Manager and the Mission Manager of MPDL in Guatemala and the Manager of the geographic area of ​​Latin America at headquarters, the Project Technician will be responsible for the execution, monitoring (with emphasis on economic and financial monitoring) and justification of the activities corresponding to the assigned projects, achieving the expected results within the established terms of time, costs and quality of the same. He/she will also be in charge of the identification and formulation of new projects.

SPECIFIC RESPONSIBILITIES

1.1. Coordination: support in the implementation, execution, monitoring and coordination of the projects assigned in the field. This in turn implies:

  • Ensure the correct execution of activities according to budget, schedule and logical framework matrix.
  • Responsible for liaising with local partners regarding the technical, economic and administrative management of projects.
  • Develop follow-up to assigned projects, with emphasis on budget monitoring.
  • Monitoring of internal budget execution of assigned projects.
  • Preparation of annual and general operational plans for assigned projects, in coordination with the Program Manager.
  • Preparation of technical and economic reports in coordination with the Program Manager, Mission Manager,
  • Head of Administration in Guatemala and Head of Headquarters.
  • Participation and support in activities planned within the framework of assigned projects, as well as in others at the request of the Program Manager or the Mission Manager.
  • Participation in mission planning meetings.

1.2. Institutional Relations: Support to the MPDL manager in the country in dialogue with local authorities, funders, other NGOs and international organizations related to the assigned projects for the operational development of the activities.

1.3. Economic, financial and administrative management:

  • Periodic forecasts and transfer requests according to MPDL procedures in coordination with the Mission Administration Officer.
  • Preparation of budgets linked to the cycle of the assigned projects (identification, formulation, reformulations,

    etc.), in coordination with the Mission Administration Manager.

  • Support the Head of Administration in preparing periodic budgets for planning MPDL’s actions in the country (Country Budget and periodic updates).
  • Administrative and financial management of assigned projects according to instructions from the Program Manager, the Administration Manager and the Mission Manager in Guatemala and the Headquarters team.
  • Optimization of MPDL resources and financial resources of assigned projects.
  • Preparation of financial reports to funders according to each one’s regulations, in coordination with the Administration Manager in Guatemala.

1.4. Technical management:

  • Achievement of projected objectives and results.
  • Support in the preparation of technical reports for Headquarters and funders.
  • Lead and/or support, as appropriate, the review of baseline reports and/or evaluations, always in coordination with the Program Manager and the Mission Manager.
  • Identification, formulation and presentation of new proposals to funders, in coordination with the Program Manager.

1.5. Safety management : Respect the safety guidelines established in the country, including the specific protocols established (code of conduct, prevention of sexual harassment, etc.) and ensure their compliance.

1.6. Logistics management: This will be carried out according to the internal procedures of the MPDL in the country.

JOB PROFILE

Essential

  • Training : University degree in Economics, Business Management and Administration, Social Sciences and/or related qualifications. Specific and probable training in Development Cooperation. Training and/or experience in Gender Equality and Human Rights, migration or similar is desirable.
  • Experience : Demonstrable experience in economic and administrative management of cooperation projects (test will be given). Minimum of 5 years’ experience in management of development cooperation projects between the field and headquarters (project formulation, technical and financial monitoring, preparation of monitoring and final reports, response to economic and technical requirements, etc.) with international donors, especially AECID and Spanish decentralized cooperation.

Valuable

  • Experience in managing cooperation programs related to human rights, livelihood generation, productive proposals, rural development, governance, gender and/or women’s rights, peace building, migration and/or human mobility.
  • Experience in managing grants from the Generalitat Valenciana, the Provincial Council of Vizcaya, AACID, the Regional Government of Castilla La Mancha, the Principality of Asturias, and the City Council of Santiago de Compostela, among others.
  • Broad knowledge of the reality of Latin America, with emphasis on the Central American context. Consideration will be given to whether the person has resided or currently resides in the country.
  • Training and/or verifiable work experience in gender and human rights approach.
  • Extensive knowledge of office automation, Google environment, management of online collaborative tools, etc.
  • Handling of financial control tools. An Excel test will be done.
  • Driving license.
  • Advanced English.

  • WORKING CONDITIONS
  • HIRING: Immediate incorporation. Replacement contract for 11 months (6 months trial period), with the possibility of extension.
  • SHIFT: 37.5 hours/week. Flexible hours are required to meet the needs and activities of the Mission.
  • SALARY: According to organization tables.
  • VACATIONS: 23 working days + specific free days according to the Agreement (proportional to the start date).
