Propel Adapt Support Manager At Action against the Hambre España

GENERAL OBJECTIVE OF THE POSITION

The main objective of the Support Manager is to ensure mainly the functioning of the administrative, financial and logistical aspects of the project in Mopti according to the ACF and donor procedures to allow a good implementation of the PROPEL Adapt project. He/She ensures the coordination and management of support information with the support departments of the mission. He/She works under the direct supervision of the Chief Of Party and in functional connection with the support coordination of Bamako.

SPECIFIC OBJECTIVES OF THE POSITION

Objective 1: Ensure administrative and financial monitoring of the project in accordance with ACF and lessor procedures (70%)

  • Check the eligibility of invoices (compliance with the purchase request, mandatory information, etc.) according to ACF procedures and USAID standards.
  • Maintain the daily accounting of the database, in accordance with international accounting rules and current ACF-E procedures (FMT, Journals).
  • Track open advances.
  • Ensure the closing of monthly accounting on the basis, in accordance with the ACF procedures in place on the mission and ensure its sending in electronic format by the 30th or 31st of month M at the latest in Bamako.
  • Ensure Propel budget monitoring with ACF financial tools (DC; CCP; eFMT).
  • Ensure the updating of the CCP of the base.
  • Hold eFMT meetings with the entire Propel team at the base.
  • Monitor with local partners the financial, budgetary and HR arrangements within the framework of projects implemented jointly.
  • Monitor and control with partners the financial, budgetary and HR aspects of partnership agreements and conventions.
  • Participation in strengthening the capacities of partners based on identified needs.
  • Capitalize at the grassroots level on all innovative financial and budgetary practices within the framework of partnerships.
  • Ensure the supply of the safe, the cash register on the base and under base, in compliance with the security rules relating to the management of funds.
  • Authorize expenses based on the monthly cash flow forecast validated by the coordination.
  • Check that project managers’ planned expenses are in line with their project budget.
  • Check that the costs included in the allocation plan and budget monitoring are in line with reality.

Objective 2: Ensure the Logistics Management of Propel ADAPT (20%)

  • Ensure compliance with administrative, financial and logistical procedures relating to the implementation of the project’s advocacy and gender activities.
  • Ensure timely, proper administrative and financial management of activities in coordination with project and support teams (purchase forecast, cash flow forecast, budget monitoring and control of expense allocation, etc.).
  • Participate in the preparation of the weekly/monthly schedule of activities and field trips in consultation with base managers and logistics.
  • Identify, report and prevent potential problems or constraints.
  • Ensure good working relationships with support departments (logistics, administrative and financial and HR).
  • Ensure compliance with archiving plans for technical justifications for all activities.
  • Support the audit manager during audit missions commissioned by the mission, headquarters or the lessor.

Objective 3: Provide support in the administrative management of Propel teams (10%)

  • Ensure administrative monitoring of staff in conjunction with the Bamako HR coordination.
  • Liaise with local labor services for personnel files.
  • Relay information to HR Coordination and ensure the interface between the HR department and the teams for HR issues and travel organization (flight reservations).
  • Escalate administrative and human resources issues to coordination.

CANDIDATE PROFILE

Training

Higher degree in the fields of finance, accounting, logistics, audits and control, with strong experience in managing project support functions.

Specific technical knowledge

  • Knowledge of NGO financial management.
  • Knowledge of USAID procedures.
  • Very good communication and animation skills.
  • Very good analytical skills.
  • Know how to do financial analysis.
  • Good command of budget monitoring

Experience (Year)

  • At least 3 years of experience in humanitarian work with at least 2 years in an equivalent position.
  • Experience in the position is an added value.
  • Excellent command of USAID procedures.
  • Very good experience in monitoring local NGOs.

Knowledge of the humanitarian sector

Much appreciated.

Knowledge of the organization

An advantage.

LANGUAGES

Excellent level in French, and a good level of writing and comprehension in English.

Information system

Good command of basic software (Word, Excel, Outlook, power point etc.).

Mobility

National.
