In India, Handicap International is working since last 35 years, Handicap International addresses a wide range of disability issues in India. HI worked with the Ministry of Health in Gujrat to mainstream disability in their public health system. Our aim is to ensure that people with disabilities are systematically taken into account in development programmes. Our team works in areas of Health and Rehabilitation, Emergency and reintegrating the most marginalized and vulnerable people of the community back into the society
India Context:
India is the seventh largest country in the world covering an area of 3.3 million sq. km. It is surrounded on three sides by oceans and on the North by the Himalayan Mountain range Home to the world’s largest population, people are spread out across the peninsular nation, from the foothills of the Himalayas to the tropical south. India’s population core is settled along the Ganges river basin, a densely populated swath of fertile land that extends across the northern Himalayan border. More than half the population is under age 30 and less than one-fourth is age 45 or older.
India shows considerable diversity on social and cultural parameters. For example it is home to more than two thousand ethnic groups.
Civil society in India is noted for its vibrancy, innovation and research-based advocacy. It has played an important role in supporting government as a partner in nation-building. In India the voluntary sector does not simply fill gaps in the government’s service delivery system; it contributes significantly to the country’s GDP. In May 2007, the cabinet of ministers of the
Government of India approved the National Policy (https://ngosindia.com/documents/government-policy-on-voluntary-sector.pdf) on the voluntary sector as the first step in a process to evolve a new working relationship between the government and volunteer organizations. In the state of Orissa, the civil society space is occupied by a rich diversity of individual activists, community-based organisations, self-help groups, gender-, environment-, culture-, religion- and ethnicity-based lobby and pressure groups, trade
unions and professional associations and supporting major role in the developmental activities in the state.
- DESCRIPTION OF THE REQUIRED SERVICE PROVISION AND SCOPE OF WORK
A consultant is needed to lead the development (including writing) of a compelling, evidence-based, & quality Full Proposal to be submitted to the European Union (EU). The consultant will coordinate the Full Proposal/Application development and writing process by closely working with the Humanity & Inclusion (HI) team (including the Country Area Manager of India, Programme Director-INNESKA, HI Global Technical Specialists on relavant sectors, and the Regional Finance Manager -INNESKA, with close support from the Regional Business Development Specialist), including related local partners and national stakeholders, to bring together all the necessary information and ideas to develop the Final Proposal. The overall deliverable will be a quality Final Proposal/Full Application package (in the format given by EU) to be submitted by HI.
2.1 Specific objective 1: Leading and Coordination for Final Proposal/Application development process.
The consultant will:
- Manage the application development process, including planning, designing workshop, consultation and coordination with HI team and key stakeholders by working closely with HI team and drafting project logical framework and intervention modalities/approaches.
- Produce clear contents for the final proposal and frame them to fully meet the requirements of the prescribed format of EU.
- Guide and interact with all necessary content contributors as needed, reviewing all content and ensuring that the overall proposal articulates a consistent and clear proposition.
2.2 Specific objective 2: Writing the Final proposal/Developing the full application”
The Consultant will:
- Lead and manage the process of writing the final proposal as per the prescribed format, by taking information and inputs provided by all individual contributors from HI team and potential local partners and stakeholders.
- Identify and tailor any available pre-written content and draft references for the proposed project.
- Finalize the proposal/Full application packge (including narrative information, logical framework, Linking activities with Budget) as per the template recommended by EU.
- Ensure the high quality Proposal/Full application packge (including logical framework, and all other information required) has been developed and finalized for the submission.
- CONSULTANT’S PROFILE
The expected qualifications and competencies required for the consultant include:
- Have experience and in-depth knowledge on Proposal Development processes and Donor formats (preferably EU formats).
- Proven experience of having written successful project proposals.
- Master degree in social science or development studies or management or other related field.
- Experience of having done prior Consultancy work with Handicap International will be an added advantage.
- Strong knowledge on Civil Society Organisations in Indian context
- SERVICE DURATION AND LOCATION
The assignment is expected to start from 17th July, 2023, upon signing of the contract between the consultant and HI. The assignment is expected to be completed by 17th Aug 2023.
– 3 days for reviwing the progress, data collection and analysis
– 4 days for workshop including preparation
– 5 days for design first draft
– 3 days for CN design final phase
– 2 day for budget
– 2 day final check and alignment Log Framework, Budget and others as per EU Guideline.
Location of the assignment is India.
- WORK SCHEDULE
- The Consultant must set up a work schedule for the performance of the service.
- Detail schedule based on the deliverables will be discussed and plan together between both parties.
- REPORT
Deliverable 1: Detail plan for developing and writing the full application/final proposal package.
Deliverable 2: Draft proposal (including logframe) with proposed contents or elements as per the format requirements.
Deliverable 3: Final version of Full application (narratives, final logical framework) for the project for submission to EU as per the template.
- RESOURCE PERSON
Within the framework of the service provision, the Consultant will be asked to collaborate with HI’s team and in particular Country Area Manager of India (as prime) be point of contact for the Consultant.
