Position Summary:

The Protection Technical Advsior (PTA) is responsible for providing overall leadership, guidance, management, coordination, and technical support to RI’s protection programming throughout Yemen. The PTAWPE will contribute to external coordination efforts and initiatives to develop and expand RI protection programming in-country. S/He will also collaborate with key staff in other sectors, and work with the Health and Nutrition, WASH , FSL TAsS and DcD Programs to achieve the managed growth of RI intergrated protection programming including in the development of strategies and proposals for the country program.

The position is based in Aden/Sana’a with regular travel to Area and field offices in Aden, Sana’a, Hajjah, Dhamar and Shabwah when the security situation is conducive to monitor program activities, mentor program staff, and undertake assessments to consolidate and expand to new locations based on gaps and needs.

ESSENTIAL RESPONSIBILITIES AND DUTIES

The PTA will provide ongoing technical support and monitoring to ensure that all interventions are appropriately meeting the needs of adolescent girls, women and GBV survivors, technically sound based on the Protection and GBV Sub Cluster toolkits and best practice; evidence-based and where possible, evidence generating. The PTA will support program implementation and efforts to enhance the quality of support being provided to adoelsecent girls, women and GBV survivors, as well as to identify additional opportunities to support women and girls’ safety, health and economic wellbeing by working with other sectors to implement intergrated outcome oriented, gender transformative programming.In addition, Protection Technical Advisor will ensure Protection Mainstreaming in both quality and delivery, in line with the agreed projects, ensuring the protection context is well understood and the programme adapted to ensure mitigation of risks and response to protection concerns in RI’s programs. The PTA will be expected to lead in the regular update and alignment of Yemen Protection Strategy with the evolving humanitarian context in Yemen

PROGRAM QUALITY:

• Oversee the quality of design and program implementation

• In liaison with the MEAL TA, oversee and develop monitoring and evaluation systems for the protection program in Yemen

• Ensure that ethical and sound data collection and information management systems are in place for analysis, planning, evaluation, and advocacy.

• Provide guidance and technical support to teams through regular field monitoring visits.

• Ensure regular communication with the Global Protection Director (TAD)WPE and integrate technical unit priorities, where possible, into program design.Relief International

MANAGEMENT:

• Manage and mentor Protection staff through on the job training, regular feedback and performance reviews.

• Recruit protection staff, in coordination with human resources, Program Managers and DcD Programs

• Ensure training and ongoing capacity building of staff on Protection related and project management skills with a specific focus on building the capacity of local staff

• Develop and oversee protection program budgets to ensure an appropriate and efficient use of resources, and that protection projects and activities in multisector projects comply with internal and external requirements.

• Oversee strategic projects (determined by the country program) to ensure proper implementation and outputs are met, according to donor needs

PROGRAM DEVELOPMENT:

• Develop a country sector strategic plan for Yemen, ensuring that program growth and start-up are in line with Yemen’s Strategic Action Plan

• Actively contribute to broader strategic planning processes in Yemen, ensuring that protection interventions and related initiatives are taken into account

• Participate in emergency response and assessments, providing guidance and recommendations for new programs and initiatives that maximize safetyfor women and girls

• In coordination with the DcD Programs, other sector TAs, Grants Unit and the Global Protection Director guide proposal development through planning and program design with relevant fieldbased staff

• Coordinate with RI staff members implementing other sectors to provide relevant input and support to develop outcome-oriented, gender transformative programming to close the gender gap for women and girls across RI’s protection, health and nutrition, economic wellbeing, outcome areas

REPRESENTATION AND ADVOCACY:

• In coordination with the DcD P actively develop and maintain effective working relationships with key stakeholders in Yemen including donors, government actors, UN agencies, international and local NGOs, and other relevant actors

• Develop strategic partnerships with local women-led organizations, wherever possible

• Regularly attend Protection Cluster and GBV sub-cluster meetings

• Represent the Protection program through meetings with external stakeholders and facilitating field visits for stakeholders interested in protection programming in Yemen

SAFEGUARDING

• Act ad the Yemen Country Safeguarding focal point and provide technical support to the CD on handling and managing safeguarding incidences

• Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve

• Consistent with RI’s safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible

The Protection TA is supervised by the DcD Program and receives technical support from the Global Protection Director

PROFESSIONAL STANDARDS

QUALIFICATIONS:

• Master’s or equivalent in social work, gender, women’s rights, public health, or other related degree.

• At least five years of overseas experience, including substantial management experience in protection and reproductive health services, GBV prevention and response programming or MHPSS and at least 2 years experience in direct service provision with GBV survivors

• Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting.

• Demonstrable experience in leading and contributing to protection and country strageic plans

• Demonstrated experience in capacity building and mentoring of national and international staff.

• Knowledge, skills and experience in participatory methods, community development and partnership

• Experience and resilience to living in insecure and remote locations.

• Demonstrated leadership, communication, and facilitation skills.

• Excellent interpersonal and problem-solving skills.

• Excellent coordination and networking skills.

• Willingness to travel extensively throughout Yemen.

• Excellent written and oral English skills.

• Knowledge of Arabic is considered an asset but no essential

• Experience in grant management and proposal writing.

• Excellent computer skills in programs such as: MS Word, Excel, PowerPoint.
