Background:
Cash & Voucher Assistance (CVA) is one of the fastest growing humanitarian assistance modalities given its advantages for refugees and internally displaced persons (IDPs). Namely, CVA 1) provides flexibility and choice for crisis-affected people, 2) promotes dignity and empowerment for recipients via gender-sensitive and transformative approaches, 3) contributes to reduction of risky coping strategies, such as child labor and child marriage, and 4) revitalizes local economies with positive economic multiplier effects. CVA is universally recognized as a promising approach by donors, as evidenced by the Grand Bargain, civil society representatives, national and international organizations, and crisis-affected communities, who often prioritize it over other forms of assistance.

While there is interest and motivation amongst protection practitioners to reap the benefits of CVA in Protection programming, many staff lack sufficient knowledge and skills to properly integrate CVA into analysis, design, implementation, monitoring and evaluation. Many protection practitioners are unfamiliar with existing resources as well as the available evidence on technical standards linked to the use of CVA in general and, specifically to the use of CVA for Protection outcomes.

With funding from BPRM, Save the Children, on behalf of the Cash for Protection Task Team is providing real-time technical assistance to protection and CVA practitioners across diverse displacement settings, enabling them to integrate CVA and Protection into projects for refugee, IDP and host populations via a Cash for Protection Help Desk and the development of accessible technical resources for practitioners. These will include Area of Responsibility (AoR) specific tip sheets for Child Protection, Housing Land and Property and Mine Action and a tip sheet specific to implementing CVA for Protection in refugee settings. The tip sheets will respond to frequently asked questions to the help desk, trainings and webinars from practitioners and be a brief accessible harmonisation of previously developed technical resources.

Description of Service:
A consultant is required to coordinate with project leads and relevant AoR Focal points to receive guidance on the structure and content of the tip sheets and receive relevant existing guidance that will serve as a resource to the consultant. The consultant will then update the existing Cash for Child Protection, Housing Land and Property, Mine Action, and Cash for Protection in Refugee Settings Tip Sheets (4 Tip Sheets in total). These will be sent for review to the project leads and AoR Focal points and updates based on feedback will be made by the consultant.

The work is expected to take up to 10 days per Tip Sheet over 3 months. This is a remote/home-based consultancy.

Deliverables:

Delivering on these items will require the consultant to:

  • Consult with project leads and AOR Focal Points to collect relevant existing resources, understand practitioner perspectives/knowledge gaps and identify appropriate tip sheet structure.
  • Review and understand existing resources.
  • Produce updated draft of tip sheet as required.
  • Circulate with project leads and AoR Focal points, receive feedback and update accordingly.

Total # of days: 40 days total or 10 days per Tip Sheet

*More than one Consultant position is open for this role. Given the specialized nature of each tip sheet topic, prospective applicants can apply to work on one, two, or more tip sheets. Selected consultants would be remunerated accordingly per tip sheet. Applicants should specify which tip sheet(s) they would like to work on, based on their background, qualifications, and specializations.
