DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara’a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

About the job

The Protection Coordinator has the overall responsibility for designing, coordinating, supporting, and representing DRC’s protection program in Syria.

Duties and Responsibilities

· Technical Oversight

o Develop program strategy and priorities based on a thorough understanding of needs and context

o Lead development, harmonization, and rollout of SOPs, tools, and guidelines

o Provide regular technical support and guidance to PM/ TLs / Area Managers and other relevant staff in both a structured manner and on a case-by-case basis.

o Assure compliance with DRC standards and procedures and alignment with the strategic plan at the country and global strategies, through regular coordination with colleagues in support services at Area Office and Country Office level.

o Coordinate with sector colleagues at RO and HQ levels as appropriate about relevant technical aspects.

o Coductregular field visits to ensure technical oversight and support, identify needs and ensure quality programming and implementation.

o Update the related protection indicators at the plan on a regular basis

o Ensure that programming is integrated with other DRC sectors

· Technical Line Management

o Development of harmonized job descriptions and structures in all area offices

o Participate in the recruitment of technical staff in the same field

o Identify technical gaps and support capacity building for technical line reports

o Contribute to setting performance objectives and performance appraisals of technical staff in the same field

o When necessary, and with the approval of his/her line manager, provide stop-gap support in absence of PMs, in close coordination with senior national colleagues (identified by the PM before his/her absence)

· Programme Development, Coordination, and Oversight

o Lead design, finalization and oversight, and coordination of proposals and projects, in coordination with Area Managers and PMs

o Lead on developing assessments, including inter-sectoral assessments to inform evidence-based planning

o Map donor priorities within a given sector and identify new fund opportunities in close coordination with Head of Program and grants specialist.

o Provide technical review of all proposals and reports and other relevant sector-specific donor communications

o Lead on program review meetings where he/she is the focal point and contribute to other program review meetings as necessary (Grant Opening, Review, & Close Out Meetings)

o Provide oversight of overall program implementation, including budgets and indicators

o Provide oversight to the overall sector budget, including budget development, in coordination with PMs / TLs and Area Managers, monitoring for timely sector-level spend, and initiate corrective action, including internal and donor budget realignments

· Quality Assurance

o Oversight of overall program implementation progress; identification, resolution and/or escalation of issues;

o Work with MEAL to develop harmonized tools and databases to monitor and track efficiency and quality of programming and improve information management within the sector focal points

o Work closely with MEAL in design, implementation, and evaluation of sector-level programming

o Coordinate with MEAL to ensure accountability mechanisms are established for programmin

o Ensuring effective implementation of MEAL systems throughout the lifetime of the protection components of DRC’s projects.

· Coordination, representation and Donor Engagement

o Lead participation at Clusters and sectors, including direct participation at the national level and coordination of representation at the sub-national level. Also participate in working groups/strategic advisory groups and relelavnt protection groups, to represent DRC and its mandate

o Act as the main sector-level point of contact with donors; support donor visits to the field

o Provide technical input and support strategic direction of the sector-level response within the humanitarian community

o Report issues and challenges to the donor in a timely manner, in coordination with the HOP

o Liaise with regional and relevant donors for the technical aspects.

· Other

o Raise any issues of non-compliance and assure compliance with DRC standards and procedures

o Coordinate with Comms/Advocacy for success story content, communication tools, etc.

o Provide regular updates to HoP

o Any other duties as agreed with HoP
